Description

Food for the Hungry is seeking a Director Finance and Administration for an upcoming five-year USAID-funded Accelerating Reductions in Adolescent Childbearing (ARaC) program in Bangladesh. The program will focus on four key objectives: 1) Increased Ability of Adolescents to Exercise Their Right to Delay Marriage and Early Childbearing; 2) Strengthened Social Support to Delay Marriage And Early Childbearing; 3) Strengthened Essential Services for Adolescents and Their Families; and 4) Institutionalized Effective Solutions. The program will have a duration of five years and will begin its implementation in 2023.

This position is contingent on approval of the Accelerating Reductions in Adolescent Childbearing (ARaC) grant.

Position Summary
The Director Finance and Administration will oversee the sound and transparent finance and administration of USAID ARaC funds by providing accounting and financial management in compliance with USAID and FH Association rules and regulations, and country and local finance, human resources, and logistical legislations. S/He will be responsible for managing financial aspects of the contracts and task order, monitoring the approved budget, and preparing any modifications/pipelines needed and will ensure compliance with financial and reporting terms of USAID.   S/he will work closely with the Chief of Party, the Deputy Chief of Party, FH network, USAID, and other external partners.

Principal Responsibilities
Financial and Administrative Leadership
•    Oversee all aspects of Project financial management, including adhering to USAID systems, budgeting, expenditure tracking, financial reporting, accounting, and cost share tracking and reporting.
•    Develop project budgets with stakeholders and relevant support teams and monitor budget pipelines.
•    Lead development of the project’s sub-awarding component, including development of transparent procurement processes in cooperation with FH Bangladesh procurement office; sub-awardee expenditure tracking; sub-awardee capacity-building in fund management and reporting; etc.
•    Directs and supports the Finance, Administration and Operations staff to manage all financial and operational issues of the project, to improve procedures, increase efficiency and provide the means to accomplish project goals. 
•    Provide oversight for the day-to-day operations and logistics for the office.
•    Monitors project spending, including quarterly analysis to identify over or under spending, bring any issues to the attention of the Chief of Party for action.
•    Monitors advances to project staff and ensures timely liquidation bringing any issues to the attention of the Chief of Party for action.
•    Ensures that finance and operations staff work smoothly with technical teams to accomplish project goals in a manner consistent with policies and procedures, and model collaboration with technical leaders.
•    Forms a part of the senior management team along with the Chief of Party and Deputy Chief of Party for Programs.

Representation and Coordination
•    Serve as Financial area point of contact with USAID Mission, program partners, key local stakeholders, INGOs, and FH Country Office and headquarters, and maintain responsibility for appropriate communication and consultation.
•    Organize learning and sharing opportunities between project and external stakeholders on a regular basis.

Staff Management, Development, and Security
•    Oversee the administrative aspects of hiring processes, orientation, and training of key staff to build a well-supported, motivated team.
•    Identify and facilitate opportunities for staff professional development by providing adequate mentoring, clear orientation, feedback and learning opportunities.
•    Prepare employee job descriptions, performance plans and performance appraisals for project staff.
•    Ensure appropriate duty of care provisions are in place for all staff and visitors, with particular attention paid to security concerns.
•    Provide people management expertise and bridge different ways of working and diverse working cultures within the teams.

Job Level Specifications

•    Experience analyzing budget trends and monitoring funding levels across multiple accounts.
•    Demonstrated computer-operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and Zoom.
•    Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets.
•    Proven program leadership, adaptive management, project planning, organizational, interpersonal, and communication skills.
•    Advanced level MS Excel and knowledge of the financial application Sun Systems.
•    Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations.
•    Excellent interpersonal skills and a collaborative management style.
Experience
•    At least 8 years of experience with increasing responsibility in accounting and/or financial management, including the management and oversight of multimillion-dollar, USAID-funded project budgets and financial reporting.
•    Previous experience as a Deputy Chief of Party, Director of Administration and Finance, Operations Manager, or another senior managerial role on an international donor-funded program.
•    Extensive knowledge of and financial management experience with USAID funded programs (experience with USAID contracts preferred).

Education
•    Degree BCOM (accounting or finance) qualified CPA or ACCA.
•    Master’s degree in business, Accounting, Finance, or a related field is highly preferred.
Language
Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Supervisor Responsibilities
Directly supervises the Finance Manager. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include financial management, maintain budgetary compliances, expenditure tracking, planning, monitoring addressing finance related complaints, resolving problems, etc.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
