Title: Project Manager

Services Designation: Project Manager for Project KSV/021 “Skills for sustainable jobs in Kosovo”

Starting date: 01.09.2023 (tentative)

Duration: 36 months (renewable)

1. Background

The main objective of Luxembourg's general cooperation strategy "Towards 2030" is to contribute to the reduction and eradication of extreme poverty through support to sustainable economic, social and environmental development. It is structured around four interconnected priority themes:

·       improving access to quality basic social services;

·       strengthening the socio-economic integration of women and youth;

·       promoting sustainable and inclusive growth; and

·       promoting inclusive governance.

In December 2022, LuxDev was mandated by the Luxembourg Ministry of Foreign and European Affairs Directorate for Development Cooperation and Humanitarian Affairs, to prepare the formulation of project KSV/021 – Skills for sustainable jobs in Kosovo.

The project should contribute to the economic growth of Kosovo through the modernisation and the support of the VET sector and its reforms.

The project will focus on:

·       strengthening of initial and continuous vocational education and training systems in the relevant sectors which offer more job opportunities in the energy and ICT sectors;

·       integration and economic insertion of young men and women in the relevant sectors through the provision of qualified workforce, in line with the needs of the private sector;

·       setting up a professional retraining module for job seekers according to current and future market needs.

Luxembourg’s envisaged assistance will examine, support, and influence the so-called formal side of TVET while taking into consideration the changing contextual environment characterised by digital transformation and business process automation. These changes will certainly require skilling, reskilling and upskilling.

This support would have an impact on the entire VET system, with the Ministry of Education (MESTI) and the municipalities being the direct counterpart. Beneficiaries would be the Centre of competences (CoC), in particular the ICT CoC supported by Luxembourg, VET schools, the private sector of Kosovo and the population of Kosovo in general.

2. OBJECTIVES

Under the direct supervision of the resident representative, in close cooperation with the project’s team, the project manager (PM) will be responsible for the overall management and technical leadership of project KSV/021.

The PM will promote LuxDev’s values in the field and passes LuxDev’s main mission, namely capacity development. The PM participates in the implementation of the Agency’s vision and participates in the exchange and general capitalisation of TVET expertise within the Agency (support to other projects, exchange of good practice, missions to other countries, etc.).

In this view, the PM ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality manual.

The PM receives delegation of signature authority on the project bank account opened in the implementation country. The PM is the representative of the donor (first-level authority) for the execution of financial commitments of the Luxembourg government’s contribution to this project.

3. RESPONSIBILITIES

Together with the MESTI and the involved stakeholders the PM is responsible for the proper execution of the project (content, planning, budget, quality). In collaboration with the local partners, the PM coordinates the realisation of the activities with a view of achieving the project objective and results. While managing the change process, the PM supports the persons indicated to lead the change process and contributes to capacity development of partner organisations. Also, the PM leads the team and ensures relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

4. PM PROFILE

·     university degree, preferably in education or in business management, international business;

·     expert in VET with at least seven years of experience in the field of management and co-ordination of international education and VET projects. The expert in particular masters methods of organisation and budgeting, as well as monitoring procedures and the evaluation of education, VET programmes;

·     experience in advising capacity development of public VET and/or private sector involvement in VET;

·     experience in dialogue and sector coordination;

·     specific knowledge in the management of the components of career guidance, information systems and digital tools, industrial liaison and public private partnerships and monitoring and evaluation;

·     understanding of quality standards for dual vocational education based on the DACHs countries;

·     experience in management and co-ordination of international education and VET projects in the region will be considered as an asset;

·     excellent spoken and written English skills;

·     self-motivated, manage milestones and deliver results under tight deadlines;

·     intercultural communication skills.
