The Role

Oxfam International Asia Regional Platform is looking for Regional Program Quality Lead- Asia who enables transformational change of Oxfam in Asia program quality practices, advancing the Asia regional strategy and contributing to increase Oxfam's program relevance and impact in the region. S/he will provide strategic leadership and support on program quality to the Asia Regional Platform and Asia Leadership team with Organization Development lens. The role will also be responsible for developing internal and external partnership and manage human and financial resources for Program quality in Asia.
Who we’re looking for

The Regional Program Quality Lead will be an experienced, dedicated, and highly motivated professional, with a strong commitment to Oxfam's values and beliefs with the following qualification and competencies:

Demonstrable experience and successes in providing senior strategic leadership on Programme Quality, within programs or as a stand-alone function, for at least 10 years, preferably at a regional level.

Demonstrated experience in supporting strategic thinking and quality improvement of minimum 5 years in at least 2 topics, with understanding of the 3rd one: Transforming Partnership, becoming a Knowledge Based Organization and/or Innovation.
At least 5 years’ experience in program management and strategy development and operationalization in complex and diverse settings, improving effectiveness and demonstrating tangible outcomes for vulnerable women and men, with understanding of program realities at country, regional, (global desirable) levels.
Excellent informal leadership, interpersonal, influencing and negotiation skills, with demonstrable ability to lead, challenge, influence and motivate others (including senior management) in a diversity of contexts and in a multi-stakeholder, network environment.
Demonstrated experience in advising, training, mentoring and coaching others, in particular on program quality issues.
Understanding of and commitment to the mainstreaming of gender in programs.
Excellent organizational skills including accuracy, consistency, attention to detail, tenacity with ability to manage multiple projects to deadlines and work under pressure while managing risks.
Demonstrable ability to think creatively and practically with others to improve program quality practices, nurtured by curiosity, appetite to learn and challenge its own practice.
Strong critical and system thinking skills, future focus with ability to challenge the status quo supported by strong analytical skills.
Superior verbal and written communications skills in English.
Demonstrated ability to adapt to diverse cultural differences and gender issues and work remotely with limited presential engagement.
