Project Overview and Role:

Primary Duties and Responsibilities:

Reporting to the District Health Planning Strengthening Manager, with a dotted reporting line to the MEL Manager at the Central office, the district Monitoring, Evaluation and Learning (MEL) Officer is a member of the MEL and Informatics team that supports all MOMENTUM-Tiyeni monitoring, evaluation learning activities. This includes helping to establish a project monitoring system that tracks work plan activity progress against indicators by helping to set up and implement an indicator framework, data capture and data quality approaches. Works with project MOMENTUM-Tiyeni staff to analyze project data to better understand strengths, weaknesses, and programmatic direction.

Lead monitoring, evaluation and learning activities across all technical areas of the project at district level.
Contribute to the development of a project performance monitoring plan, the MEL section of the annual workplan, and producing regular project progress reports, including reporting on performance indicators.
Participates in the development, selection, and application of M&E processes and tools to maximize use of data for decision-making.
Working with project district manager and project central office MEL team in the implementation of baseline, mid-point, and/or end line assessments as needed.
Participate in technical staff training in MEL where necessary (i.e., on- the- job -training, through coaching or formal short courses.
Lead in district level data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
Work with District manager and District Health Management Team in analyzing data and compiling district reports.
Work with the district manager, central level MEL and Informatics team to support compiling of district level success stories, case studies, lessons learnt.
Contribute to project research activities and ensure district level outcomes and lessons learned are integrated into the project.

Required Qualifications:

Bachelor’s degree in social science, Public Health, or a related field required.
At least 3 years of MEL work on health projects. Experience working in maternal, neonatal, child health, and family planning strongly preferred.
Knowledge of USAID’s approach to monitoring, evaluation, and learning.
Experience in setting and managing project level learning agendas.
Experience with data analysis and data for decision-making preferred.
Knowledge of district level service delivery networks and systems.
Experience in interacting with host country agencies, including central and local government, development partners, civil society, and community-based organizations.
Demonstrated oral and written communication skills, and the ability to develop and deliver technical presentations.
