About Millennium Challenge Account (MCA) Timor-Leste

MCA Timor-Leste, collaborating with the Government of Timor-Leste and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is responsible for implementing the $420 million Timor-Leste Compact, together with an additional contribution of $64 million from the Government of Timor-Leste—representing a total $484 million investment in Timor-Leste. The Compact aims to address human capital development as a binding constraint to economic growth in Timor-Leste through two projects: the Water, Sanitation, and Drainage (WSD) Project and the Teaching and Leading the Next generation of Timorese (TALENT) Project.

The WSD Institutional Specialist will play a critical role under the WSD Project. Under the supervision of the Managing Director, WSD, the Institutional Specialist is responsible for implementing the activities of the WSD Institutional and Regulatory Reform Activity under the Compact. The WSD Institutional Specialist shall ensure that the activities of the program are completed within time and budget. The Specialist shall coordinate closely with all relevant directors and specialists within the Accountable Entity (MCA-TL) to carry out the objectives of the Institutional Reform Activity.

Duties and Responsibilities

Lead and coordinate the activities under the WSD Institutional Reform Activity
Provide high-level, strategic direction in the implementation of the Activity
Assess progress of reform agenda and provide technical advisory services to BTL and sector regulator
Manage all consultancies and training programs under the Activity
Provide support on the design and implementation of the various phases of the reforms
Closely coordinate with the WSD & Environment & Social Performance (ESP) Directors on all project activities to ensure appropriate legislations and regulations are passed, and necessary stakeholder training are executed
Coordinate with WSD Social and Behavior Change Specialist
Manage stakeholder engagement including water/sanitation utility, sector regulator, government ministries, donors, civil society, private sector and MCC
Coordinate with donor committee for the establishment of Bee-TL water/sanitation utility
Work with GoTL at the national and municipal levels to pass project specific legislations and regulations
In coordination with the GoTL, MCC and other donors, support on-going water/wastewater sector reform agenda
Coordinate closely with all MCA-TL Staff and government counterparts to ensure proper oversight of the implementation of all Compact-funded activities,
including participating in field missions.

Requirements (Education, Experience, Technical Competencies)

Education

Degree in environmental planning, engineering, business administration, public policy or a similar discipline.

Experience and Technical Competencies

Senior-level expertise in strategic management and inter-institutional coordination
At least 10 years of experience in policy, institutional and regulatory reform in the water and/or wastewater sector.
Strong knowledge/demonstrated experience in strategic planning and coordinating reform programs.
Familiarity with international environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability.
Excellent communication skills and ability to relate to public and private sector stakeholders.
Fluency in English, both spoken and written.
