Mission description

Objective

Support CRIMARIO II promote interagency and regional cooperation in the maritime security and safety domain, in the Indo-Pacific, with a specific focus on developing a strong foothold the Western Indian Ocean, and more particularly in Kenya and Tanzania.

Tasks

Support CRIMARIO to accomplish its overall objective by providing strategic advice in areas related to maritime security and safety, including, but not limited to, advising on the most appropriate approach to engage with States and regional organisations.
Advise CRIMARIO on how best to promote its products in the region, with a focus on building bridges to partner countries.
Convince Kenyan and Tanzanian ministries, departments and maritime security institutions of the utility of cooperation with CRIMARIO, and more particularly use of its information-exchange tools.
Facilitate CRIMARIO’s access to Kenyan and Tanzanian and regional authorities, especially the Djibouti Code of Conduct (DCoC).
As Special Advisor, represent CRIMARIO in national and international fora, if and when appropriate, as directed by the Project Director.
Promote the use of the IORIS information-exchange systems and the SHARE.IT interoperability framework across the region.
Participate in CRIMARIO activities, as required by the Project Director.

Expected Outcomes

Increased awareness about CRIMARIO and its tools in Western Indian Ocean, and more particularly in Kenya and Tanzania.
Use of IORIS by Djibouti Code of Conduct countries, especially Kenyan and Tanzanian authorities, as an information-exchange system for interagency and regional coordination.
Enhancing cooperation between the DCoC and CRIMARIO with a view to CRIMARIO offering the IMO framework concrete outputs. Cooperation could lead to DCoC becoming an active participant in the IORIS Steering Committee.

Project or context description

Conceived as a tool to tackle trans-regional crime, the maritime component of Instrument Contributing to Stability and Peace - Critical Maritime Routes program has launched a number of initiatives in the maritime domain aiming the twofold objective of securing the Sea Lanes of Communication and protect the economy of the EU.

Between 2015 and 2020, CRIMARIO I delivered activities to enhance MDA in the South Indian Ocean Region, laying important ground work for maritime data information exchange through development of the Indian Ocean Regional Information Sharing & Incident Management Network (IORIS).
CRIMARIO II will continue the process of outreach to expand the use of the IORIS platform among different stakeholders, namely in the Eastern Indian Ocean and South East Asia. In this regard, CRIMARIO II will offer a step further and help to map different approaches and expertise in maritime security through shaping and strengthening a cooperative domain awareness community as well as law enforcement capacities in the Indian Ocean region.

The project will contribute to the strengthening of local capacity of regional maritime surveillance centres and other national agencies involved in maritime security by fostering a culture of inter-agency coordination and regional cooperation.

The project will be implemented through three main components:
- Component 1 : Interoperable data gathering/information sharing system to promote MDA
- Component 2 : Strengthened maritime surveillance, policing, investigation and judiciary
- Component 3 : Compliance with international regulations

This 4 year project of 7.5 million euros will be implemented by a team of a 6 Key Expert. Short term expertise is also foreseen to strengthen the permanent team.
In order to assure a good cohesion between the components of the project and to manage properly the team throughout the implementation phase, a project coordinator position is foreseen.

Required profile

- Senior and experienced expert with extensive diplomatic/multilateral experience,

- Ability to engage at very high political levels with senior interlocutors in the Region

- Ability to handle multifaceted interdisciplinary programmes into the maritime security domain.

- Excellence knowledge of geostrategical challenges in the Indian Ocean/ Asia

- Working experience in and with Kenya and Tanzania

Additional information

1) Geographical scope of the project : all Indian Ocean Rim countries (Eastern Africa, South and South-East Asia, Pacific and Latin America)
2) Period of implementation: up to April 2025
3) Start of activities : August/September 2025
4) Date of termination : The mission will be considered ended after EU validation of the final report.
