The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations. Between June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented disaster in Pakistan. According to the National Disaster Management Authority (NDMA), around 33 million people—that is, one in seven— have been affected by the floods, including nearly 8 million displaced. The floods have taken the lives of more than 1,700 people, one-third of which were children. Rain-induced floods, accelerated glacial melt, and resulting landslides devastated millions of homes and key infrastructure, submerging entire villages and destroying livelihoods. Preliminary estimates suggest that, as a direct consequence of the floods, the national poverty rate will increase by 3.7 to 4.0 percentage points, pushing between 8.4 and 9.1 million people into poverty. As of October 11, 94 districts were declared as “calamity hit,” accounting for more than half of all districts in the country. The majority were in the provinces of Balochistan, Sindh, and Khyber Pakhtunkhwa. Out of the 25 poorest districts in the country, 19 were calamity-affected. Pre-existing gender-based inequalities and violence are deteriorating due to increasing social tensions, which are escalating with loss of livelihoods, jobs, assets, lack of shelter and slow rate of emergency response. Women and girls are facing additional hardships and are exposed to security threats due to lack of access to shelter, safe water and sanitation (WASH) facilities and private spaces.

The number of vector and water-borne diseases are on a high rise, while malnutrition amongst children has increased. In the context of the ongoing Pakistani flood crisis, UNDP has launched this Flood Recovery Programme (FRP) to deliver integrated support across sectors such as education, health, water and sanitation, environmental protection, women's empowerment, economic livelihoods, and food security. The expectation is to deliver USD 90 million of support within a two-year recovery window. The UNDP Recovery Programme responds to the findings and recommendations of the government-led Post Disaster Needs Assessment (PDNA), and is fully aligned with the action plan under the Government of Pakistan’s Resilient Recovery, Rehabilitation and Reconstruction Framework (4RF). In this regard, UNDP has already received initial funds to start flood recovery and rehabilitation efforts in the provinces of Sindh and Balochistan- this programming is expected to expand in the coming months through integrated programming on the recovery and rehabilitation of infrastructure, livelihoods, and essential governance functions in flood affected areas of Sindh, Balochistan, and Khyber Pakhtunkhwa respectively.
Duties and Responsibilities

Under the supervision of the Project Manager, the National Programme Coordinator will support and coordinate the proper execution of activities and services outlined in the Flood Recovery Programme at all internal and external channels/Forums. This will be done in accordance with UNDP rules, policies and procedures, the Financing Agreement signed with the CMU, and corporate agreements with various donors, and working in partnership with national and provincial stakeholders, CCM, technical partners and UN entities, and other relevant stakeholders.
Responsibilities include, but are not limited to:
Policy and Advisory Services

Provide Strategic analysis and advisory services to improve the governance, performance and sustainability of the relevant sectors with a focus on disaster risk management and climate change, while working closely with the relevant stakeholders.
Provide overall overarching support in updating and developing Flood Recovery Action Plans, National and Provincial Climate Change Policies in response to flood risk management;
Provide support and technical guidance to the relevant departments and ministries, in particular the Planning and Development Departments and Ministry of Climate Change, which will support UNDP and other UN agencies in prioritizing and tailoring programmatic interventions in support to the related national counterparts.
Contribute to the various analytical works being prepared, while supporting the related national counterparts in the development and implementation of various relevant initiatives.
Provide need-based analysis and advisory support to UNDP and stakeholders.

Programme Development

Develop Stakeholder mapping and sector assessment to identify /validate priority areas of work for UNDP’s strategy and programme for flood affected areas of Pakistan
Formulate project strategy and document for the Flood Recovery Programme in consultation with UNDP and stakeholders
Develop result-based management framework for the program.
Prepare budget, human resources and procurement plan for the project in consultation with UNDP programme and operations teams

Partnerships and Resource Mobilization

Support UNDP’s representation in various forums, workshops and conferences for partnership building and resource mobilization
Establish and maintain proper coordination with the Government stakeholders at the Federal and Provincial levels.
Coordination with multilateral and bilateral development partners, private sector and civil society organisations
Support mobilization of resources for the project through government cost-sharing, third party (donor) cost sharing, global vertical funds, and private sector organisations
Coordinate with the UN and other stakeholders on implementation plans. Other related activities and deliverables as assigned

Project Management/Implementation

Lead development of project annual work plans, budgets, procurement and recruitment plans in consultation with UNDP programme and operations teams
Support development of terms of reference and tender documents for procurement of goods, services and works required for the delivery of project results Establish a robust oversight, monitoring and evaluation system for the project and ensure compliance in terms of UNDP CO MSU requirements accordingly;
Ensure compliance with UNDP programme and operations policies and procedure

Any other duties assigned by the Project Manager

Required Skills and Experience
Education:

Advanced university degree (master's degree or equivalent) in Economics, Social Sciences, Business Administration, or related field is required, or · A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible experience at the national or international level in in project formulation and management of post disaster recovery projects.
Solid experience in working in complex operating environments.
Experience of UN or/and UNDP procurement policies and procedures.
Experience and knowledge of ERP.
Desired skills in addition to the competencies covered in the Competencies section  Experience of Early Recovery projects in response to complex disasters and emergencies.
Experience in the implementation of multi donor funded programmes.
Strong working knowledge of risk management and previous experience working with risk.  Knowledge of project and programme management guidelines of international organizations.
Demonstrated experience in developing and managing effective partnerships with government and civil society organizations in the context of health and development programmes.

Required Languages:

Fluency in spoken and written English. Knowledge of at least one local language (e.g. Urdu, Pashto, Punjabi etc.)
