Overview of position:
- CTG is looking to contract an experienced Aviation Security consultant for our operations in Mali.
Role objectives:
The primary objective of Aviation Security (AVSEC) is to assure the protection & safeguarding of passengers, crew, ground personnel, the public & facilities of an airport against acts of unlawful interference perpetrated on the ground or in flight. The service in support of the AVSEC activities, includes but is not limited to the following:
- Review the current security measures in place.
- Perform airfield threat assessment.
- Participate in AVSEC meetings with the main related stakeholders, in order to address the necessary matters for the improvement of the AVSEC conditions within the mission.
- Provide specialised AVSEC advice to area SRM.
- Advise security concerns & recommend mitigating measures to reduce the prevalent risks.
- Conduct an inventory of available security elements & equipment.
- Submit AVSEC equipment & supply requirements.
- Participate in the development of security mitigation measures with respect to constructing / improving airfields infrastructure.
- Liaise with the United Nations aviation related contractors / operators for AVSEC compliance & implementation.
- Liaise with MOVCON & DSS, in the mission (Aviation Security Unit) for AVSEC compliance & implementation.
- Liaise with local civil aviation & / or airport authorities (if in place) & law enforcement for the appropriate implementation of the AVSEC program.
- Identify & attend to client requirements in an effective & timely manner.
- Ensure the safe & secure operation of the airside environment in accordance with relevant regulations & SOPs.
- Enforce & report on safety & security issues at the airfield.
- Conduct regular perimeter patrols to ensure barriers integrity.
- Carry out security inspections of runways & other operational areas including navigational installations which may endanger aircraft & where required, remove any hazard which may be causing danger.
- Supervise movements of passengers, staff, aircraft & vehicles in airfield movement areas.
- Escort vehicles & persons in operational areas when required.
- Monitor security breaches & immediately initiate appropriate actions.
- Attend to all incidents on the airfield.
- Contribute to airport emergency response, by maintaining situational awareness regarding AVSEC tasks & emergency procedures & participating in the continuous improvement of the emergency response plan.
- Develop effective working relations with clients & staff.
- Assist in ensuring compliance with the airside vehicle control.
- Assist in the implementation of airside access control measures.
- Assist in passenger / baggage / cargo / mail screening.
- Brief supervisor immediately on any significant security concerns.
- Participate in required training & exercises.
- Perform other duties as required.
Project reporting:
- This role reports to the line manager.
Key competencies:
- High School Diploma or equivalent Technical or Vocational Certificate.
- Graduation from military establishment is desirable.
- Category “B” driving license is mandatory.
- A minimum of 3 years of working experience related to aviation security or similar within a military, police or international security management is required.
- Experience in security planning, security operations, security risk assessment, standard operating procedures, coordination with local authorities & law enforcement agencies, emergency communication system, is desirable.
Team management:
- This role has no team management responsibility.
