Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women (EVAW) where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

UN Women’s EVAW Programme in Cambodia is aligned with UN Joint Global Programme (JP)—the Essential Services Package for Women and Girls Subject to Violence (ESP). The strategy for Phase IV (2023-2025) of the Cambodia Joint Programme (JP) is to support government through women machinery to incorporate lessons learnt as well as recommendations of the final evaluation of the 3rd National Action Plan to Prevent Violence against Women (NAPVAW) into the next NAPVAW. Additionally, the strategy is to institutionalize and implement Minimum Service Standards (MSS) in cooperation with the Ministry of Women’s Affairs. The approach is to build on current progress to fill gaps resulting in national MSS more aligned with good practices and applying survivor centred approaches. A key element of the approach is technical support and guidance to ensure alignment with international good practices and frameworks, for both government and CSOs providing services and response to survivors of VAW, including CEDAW Concluding Observations on the sixth periodic report of Cambodia. The Essential Package of Services developed under the JP will continue to guide the development and implementation of improved essential services. In addition, UN Women in Cambodia is also implementing its regional RESPECT Framework which aims to support national and sub-national level policy and programming to prevent violence against women and girls.

UN Women Programme Office (UN Women PO) in Cambodia continues to support the CNCW to monitor the implementation of CEDAW and its Concluding Observations (CoB) through a COB Action Plan, including formulation of high-quality evidence-based reports from the state on the implementation of CEDAW to the CEDAW Committee in accordance with CEDAW article including through a meaningful participatory process involving civil society organizations (CSOs). The 7th periodic report of Cambodia on the implementation of CEDAW to the CEDAW is due November 2023.

UN Women in Cambodia is seeking the services of a national consultant with EVAW and Gender Equality and Women’s Empowerment expertise to support the lead in coordination and technical provision support in implementing the EVAW programme and normative work.


Duties and Responsibilities

The Consultant will work under the supervision of the Country Programme Coordinator and will work in close collaboration with UN Women Cambodia programme leads am, primarily the EVAW team, and the Ministry of Women’s Affairs, as well as Cambodia National Council for Women (CNCW) to undertake the tasks outlined below:

1. Provide technical assistance to UN Women on implementation of EVAW programme

Provide technical support and inputs in implementing a Letter of Agreement with the national women’s machinery including the development of workplan and concept note.
Coordinate and provide technical support on the consultations with the Ministry of Women’s Affairs and relevant stakeholders on the formulation of the new NAPVAW.
Coordinate and provide technical support on the capacity development of the an improved VAW administrative data system to the Ministry of Women’s Affairs and key stakeholders
Coordinate and provide technical support on the implementation of the Handbook on Gender Responses Police Services for Women and Girls Subject to Violence
Coordinate and provide technical support to organize an in-country workshop on Making Progress in Prevention Possible Framework
Develop progress report and revisit the implementation plan for the EVAW programme.

2. Facilitate the process of technical assistance to Cambodia National Council for Women (CNCW) in supporting development of 7th Periodic report of CEDAW

Lead in developing timeline for a completion of 7th Periodic report of CEDAW, including support CNCW to identify key actions for formulation of 7th Periodic report;
Work closely with international consultant and programme team to follow up with CNCW’s secretariat of the progress of development of 7th Periodic report of CEDAW and provide comment and input to speed up the process.
Work with international consultant and programme team to provide input to CNCW’s secretariat for conducting validating workshop with CSOs;
Maintain communication with CNCW’s secretariat and international consultant to facilitate the process of finalization of the action plan, including provision of translation when it needs.

Required Skills and Experience

Education:

Master’s degree in gender, or social sciences, development studies, public policy, or other related disciplines.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

Minimum 2 years professional experience in addressing gender, policy, and development and in EVAW programme planning and implementation, monitoring, evaluation, reporting and resource mobilization, preferably from the UN System or an international organization.
Proven experience in developing the package of training materials and facilitating trainings/workshops on EVAW/GBV with relevant stakeholders including government at the national and sub-national levels.
Proven good knowledge of Cambodia and international good practices in policy and legislative frameworks and institutional mechanisms concerning GBV and ending violence against women.
Proven good knowledge of international standards on human rights, women’s rights, and related instrument such as CEDAW, relevant CEDAW General Recommendations, SCR 1325 etc., international norms and standards on access to justice for survivors of gender-based violence.
Experience in liaising and coordinating with a myriad of stakeholders and partners, including government, civil society, international organizations and grassroots organizations.

Language Requirements:

Fluent in English and Khmer, with proven report writing experience.
