Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Through a set of tested approaches in situations of crisis, conflict, and disaster. This will contribute to Goal 4 of the UN Women’s Strategic Plan “peace and security and humanitarian action are shaped by women’s leadership and participation.

The Humanitarian Crisis in Mozambique is becoming increasingly complex and protracted, with most displacements lasting multiple years. Pre-existing gender-based discrimination and inequalities exacerbate the impact of the crisis on women and girls and reduce their likelihood of receiving the humanitarian services they need to survive and recover. Inequality tends to worsen in the humanitarian contexts, leaving women that are already facing enormous challenges doubled with exacerbated inequality and fewer options. With support from the Korean International Development Agency (KOICA) UN Women and partners are working to strengthen the capacity of women and girls affected by disasters and conflict (internally displaced and host) to participate, lead and benefit from humanitarian interventions and socioeconomic opportunities in Northern Mozambique. In this regard, UN Women Mozambique will recruit a programme coordinator who will oversee the successful implementation of the project.

Under the overall guidance and direction of the Country Representative, the Programme Coordinator will work closely with the programme and operations team, Local Government, UN Agencies, and civil society organizations to ensure the technical direction and implementation of the project. He/she will ensure that the key outputs are achieved in a cost-effective and timely manner; the coordination and achievement of expected results includes coordinating relationships with national partners and stakeholders, monitoring and reporting, and managing the finances and personnel of the project.

Duties and Responsibilities

Specifically, his/her functions will include but are not limited to the following:

Summary of Key Functions:

  • Programme Development and Management
  • Inter-agency Coordination Support on the nexus of peace – humanitarian action - development
  • Strategic Partnerships (including with the private sector) and Resource Mobilization Support
  • Advocacy Support and Knowledge Building & Management 

Programme Development and Management:

  • Oversees strategic planning process for the KOICA funded Project and complementary projects ensuring implementation in accordance with the signed project document.
  • Responsible for ensuring the project produces the specified results specified in the project document, to the required standard of quality and within the specified time and cost.
  • Provide direction and guidance to the project staff and responsible party (ies), managing project appraisal and evaluation according to results-based management requirements.

Coordinate the project and promote socioeconomic recovery and resilience of women/girls affected by disasters and internally displaced in Northern Mozambique promoting:

  • Lead preparatory work for the project inception workshop to take place in Cabo Delgado;
  • Network and build synergies with other UN agencies parties of the Project interventions at policy and programme levels, liaise with KOICA and ensure wide reaching dissemination of tools/good practices;
  • Manage and monitor project risks, making recommendations on possible actions if required;
  • Ensure sharing and learning at national level and local level to strengthen gender mainstreaming into the peace, humanitarian and development nexus;
  • Review and coordinate the submission of implementing partners financial and narrative donor reports;
  • Direct participation in project implementation through strategic advisory and technical inputs to partner-led interventions and processes- including substantive input to policy development, planning and monitoring processes and products;
  • Inter-agency Coordination Support on the nexus WPS–HA-development contributing to the preparation and consolidation of quarterly progress and financial reports, annual and final project report in support of UN Women inter-agency coordination role.

Strategic Partnerships Building and Resource Mobilization Support:

  • Mobilize strategic partnerships and resource mobilization for upscaling and sustainability of the project;
  • Ensure good partnerships with project stakeholders including UN Agencies, government institutions, bilateral and multilateral donors, the private sector, civil society, etc.

Advocacy and Knowledge Building and Management:

  • Identify capacity-building needs and provide technical support to implementing partners through, mentoring, learning exchange, training, and capacity development initiatives, as needed; 
  • Under the guidance of the supervisor, supports the establishment of advocacy networks and campaigns with key partners at the national level;
  • Ensure documentation of the project learnings and produce products to generate evidence in accordance with UN Women and KOICA guidelines.

Key Performance Indicators:

  • Annual work plan and proposed approach to implementation of the project;
  • Timely and quality implementation of project activities against work plans and budgets
  • Partnership management and donor relations;
  • Regular and timely monitoring of activities, producing high-quality reports;
  • Best practices and lessons learned documented and circulated; and
  • Delivery of training and capacity-building activities.

Functional Competencies

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Development Economics, Gender Studies, International Development, Peace and Humanitarian Studies or any other relevant field;
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the master’s degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the development and promotion of policy reform in one of the following areas: gender and women, peace and security, humanitarian action, socioeconomic recovery in post-conflict and humanitarian contexts, technical and vocational education, and training, business development support;
  • Experience in coordinating, implementing, and monitoring humanitarian and development programmes;
  • Proven experience in leading teams effectively;
  • Proven experience with the use of gender analysis of socioeconomic situations and emergencies.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of Korean and/or Portuguese is a strong advantage.
