Accountability/Protection from Sexual Exploitation and Abuse (PSEA) Analyst

The FAO Coordination Office for the West Bank and Gaza Strip Programme implements the Country Programming Framework for Palestine to enhance the wellbeing of Palestinian people by making the agrifood system more efficient, inclusive, resilient, and sustainable in alignment with national policies and strategies and the United Nations Sustainable Development Cooperation Framework (UNSCDF).

Under the overall supervision of the FAO WBGS Head of Office, and direct supervision of the Economist, the Analyst- Accountability/Protection from Sexual Exploitation and Abuse will be responsible for overseeing and coordinating the implementation of the organization's Accountability to Affected Populations (AAP) agenda. The Analyst will ensure that the organization's programs and activities are designed, implemented, and monitored in a way that maximizes the participation of affected populations, that feedback mechanisms are in place to ensure that their voices are heard and acted upon, that office’s efforts in ensuring the protection from sexual exploitation and abuse (PSEA) are supported. 

Duties and Responsibilities

• Lead further development and implementation of the country office AAP framework, ensuring it is alignment with organizational commitments as well as best practices and international standards.
• Lead the development and implementation of the Annual Country Office PSEA workplan, in contribution to the PSEA network Workplan and in line with FAO organizational guidelines.
• Work with program teams to ensure that all programs and activities are designed with the participation of affected populations, and that feedback mechanisms are in place to ensure that their voices are heard and acted upon
• Provide training and support to staff and partners on the implementation of the AAP framework.
• Ensure that complaints and feedback from affected populations are documented, analyzed, and responded to in a timely and appropriate manner.
• Ensure that all materials pertaining to complaints and referrals are held securely and handled strictly in line with reporting procedures.
• Coordinate with other departments and stakeholders to ensure that the organization's AAP commitments are integrated into all aspects of its work.
• Conduct sessions to strengthen community consultation mechanisms, identify culturally and contextually appropriate entry points for submitting complaints, including SEA allegations.
• Actively participate in the in-Country PSEA Network.
• Coordinate induction briefings and training on AAP, Grievances and PSEA for all employees, including raising awareness of the responsibility to report all reasonable concerns of SEA committed by FAO or other UN colleagues.
• Assist in the definition and drafting of ToRs, LoAs, application forms, selection criteria, communication information products, training programs and other related programmatic actions considering factoring in AAP/PSEA related commitments.
• Perform any other tasks as required.

Required Skills and Experience

Education

An advanced university degree in international development, human rights, psychology, sociology, international law, or other fields related to social science.

Experience

Minimum of 3 years of experience in working in the humanitarian or development sector, with a focus on AAP including PSEA or community engagement.

Language Requirements:

Arabic mother tongue and very good knowledge of English language.

Other

• Strong understanding of international standards and best practices related to AAP, PSEA and community engagement.

• Demonstrated experience in developing and implementing AAP frameworks and feedback mechanisms.

• Strong communication and interpersonal skills, including the ability to train and support staff and partners on AAP/PSEA related communications.

• Excellent analytical and problem-solving skills, with the ability to identify and address issues related to AAP.

• Ability to work independently and as part of a team, and to manage competing priorities and deadlines.
