Looking for an experienced National HRD Adviser to work closely with the LAI HRD team for providing technical advice on founding a professional association for HR Practitioners in Laos.

The opportunity

  • Position reserved for citizens of Lao PDR
  • Based in Vientiane, Laos (in-country position)
  • Part-time contract initially be for up to 50 days inputs over 4 months, with possibility of extension

Laos Australia Institute (LAI)

The Laos Australia Institute (LAI) is managed by Tetra Tech International Development on behalf of the Australian Government. The Laos Australia Institute has worked to support human resource development in Laos since 2013. It is the Australian Government’s leading program for scholarships and training, as well as a source of technical advice and support to the public and private sectors.

LAI’s work aims to overcome barriers and challenges faced by women, people living with a disability, and people from ethnic minorities or remote communities – in support of the economic and social development priorities in Lao PDR.

Key responsibilities

  • Provide technical advice on founding a professional association for HR Practitioners in Laos (the Laos Human Resource Society [LHRS]), including: a plan to sustainably establish the association, developing and implementing a communications strategy
  • Facilitate network events to promote interest in membership in the newly established professional HR association
  • Coordinate and oversee the inaugural LHRS HR conference
  • Translate, or manage external translation (in accordance with available budget), into Lao the material for HRD training and workshops

Selection criteria

  • Advanced university degree (Master’s degree or equivalent), preferably in HRM, HRD or other relevant areas
  • Qualifications in or experience with skills-oriented education and facilitation using interactive adult learning methods
  • Experience working with Government of Lao stakeholders at various levels of seniority is preferable
  • Excellent verbal and written communication skills in Lao and English
  • Strong skills using MS Office programs and other apps relevant to teaching and facilitating learning
