DT Global invites applications for the following positions for the Millennium Challenge Compact in Belize: Fiscal Agent Manager, Senior Financial Management Specialist, Senior Accounting Specialist, Accountant, Financial Management Specialist, and Finance and Office Assistant. The Program is funded by the Millennium Challenge Corporation, an independent U.S. Government foreign aid agency, and the Government of Belize. The Program is expected to focus on strengthening physical, economic, and social infrastructure in education and power sectors. The expected duration of the Program is for a period of seven years.

Fiscal Agent Manager

Duties and Responsibilities:

The Fiscal Agent Manager will be responsible for the financial management of the Program and will train and support the client in its fiscal accountability responsibilities including financial management and reporting. The Fiscal Agent will provide professional services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, disbursements, financial reporting, and account reconciliation to ensure the proper, efficient, effective, and transparent use of the funds to be provided under the Program.

Qualifications and Experience:

  • Significant experience working as a financial management professional (approximately 15 years or more). Experience setting up a financial management operation.
  • Proven leadership qualities and experience. Experience working on international donor-funded projects in developing countries is an advantage. 
  • Bachelor or Master’s degree in finance, business, economics, public administration, or related field. Professional financial management qualifications or specialized training.
  • Certified Public Accountant (CPA) or equivalent certification/chartering from another International Federation of Accounts (“IFAC”) certified accounting body.
  • Excellent communication skills and experience working with high level government officials and business executives. 
  • Computer literate - Excel, Word, and accounting packages etc. Experience with SAP-based system would be an advantage.
  • Knowledge and experience of contract and procurement procedures would be an advantage.
  • Fluency in written and spoken English is required.

Senior Financial Management Specialist

Duties and Responsibilities: 

The Senior Financial Management Specialist will manage and execute financial management and disbursement activities and provide advice on financial matters of the Program.

Qualifications and Experience: 

  • Significant experience working as financial management professional (approximately 12 years or more) on projects financed by international donors.
  • Experience setting up a financial management operations and internal controls, developing and monitoring budgets, cash management, commitment management, payment operations and related tasks.
  • Demonstrated experience in the design, maintenance and use of automated financial management and accounting systems. Experience with SAP-based system is desirable. 
  • Experience working in projects financed by international donors. 
  • Demonstrated financial management experience in project implementation activities particularly dealing with power and education sectors. 
  • Bachelor’s degree or higher in finance, business, economics, or accounting.
  • Professional financial management / accountancy qualification or specialized training.
  • Excellent knowledge and experience in working with IFRS or U.S. GAAP.
  • Fluency in English – reading, writing, and speaking.
  • Advanced proficiency in Microsoft Office – Excel, Outlook, Word, Project, and PowerPoint.

Senior Accounting Specialist

Duties and Responsibilities: 

The Senior Accounting Specialist will manage and execute accounting and reporting activities and provide advice on financial matters of the Program.

Qualifications and Experience: 

  • Significant experience working as a professional accountant (approximately 10 years or more) on projects financed by international donors.
  • Experience setting up internal controls, accounting policies and procedures, financial and management reporting, chart of accounts and related tasks.
  •  Demonstrated experience in the design, maintenance and use of automated financial management and accounting systems. Experience with SAP-based system is desirable. 
  •  Experience working in projects financed by international donors.
  •  Demonstrated accounting experience in project implementation activities particularly dealing with power and education sectors.
  •  Bachelor’s degree or higher in finance, business, economics, or accounting.
  •  Certified Public Accountant (CPA) or equivalent certification/chartering from another IFAC certified accounting body.
  •  Excellent knowledge and experience in working with IFRS or U.S. GAAP.
  •  Fluency in English – reading, writing, and speaking
  •  Advanced proficiency in Microsoft Office – Excel, Outlook, Word, Project, and PowerPoint.

Accountant

Duties and Responsibilities: 

The accountant will execute day-to-day accounting activities of the Program, record financial transactions, maintain accounts payable, and prepare weekly and monthly reconciliations of Program fund.

Qualifications and Experience: 

  • Significant experience working as a professional accountant (at least 5 years). 
  • Experience in project accounting or book-keeping, and in an environment with minimal daily supervision. 
  • Experience working on projects financed by international donors.
  • Demonstrated experience in the use of automated accounting systems. Experience with SAP-based systems desirable.
  • Bachelor’s degree in business, accounting, finance, or related field. 
  • Professional financial management / accountancy qualification or specialized training. 
  • Knowledge and experience in working with IFRS or U.S. GAAP or equivalent training in accounting.
  • Proficiency in English – reading, writing, and speaking
  • Proficiency in Microsoft Office – Excel, Outlook, Word, Project, and PowerPoint.

Financial Management Specialist

Duties and Responsibilities: 

The Financial Management Specialist will process day-to-day payment requests and monthly payroll; perform banking operations; and monitor budgets.

Qualifications and Experience: 

  • Significant experience working as a financial management professional (at least 5 years) including invoice and payroll processing.
  • Experience setting up a financial management operations, developing budgets, cash management and related tasks.
  • Demonstrated experience in the design, maintenance and use of automated financial management and accounting systems. Experience with SAP-based systems desirable.
  • Demonstrated financial management experience in project implementation activities particularly dealing with education and power sectors. Experience working on projects financed by international donors.
  • Bachelor’s degree in business, accounting, finance, or related field.
  • Proficiency in English – reading, writing, and speaking.
  • Proficiency in Microsoft Office – Excel, Outlook, Word, Project, and PowerPoint.

Finance and Office Assistant

Duties and Responsibilities: 

The Finance and Office Assistant will provide secretarial support to the Fiscal Agent Team. The Assistant will carry out day-to-day administration activities for smooth functioning of the project office and maintain petty cash.

Qualifications and Experience: 

  • Minimum 5 years of experience in office and administration support activities. 
  • Basic knowledge of banking and cash management activities.
  • Previous basic accounting experience is an advantage.
  • Bachelor’s degree.
  • Good in English – reading, writing, and speaking.
  • Strong communication skills. 
  • Proficiency in Microsoft Office – Excel, Word, Outlook, and PowerPoint.
