Positioning
Under the authority of the Director General and the direct supervision of the Head of the Performance Management and Internal Control Unit and in close collaboration with the Chief of Staff.


Job purpose
Since 1990, WOAH has adopted a five-year strategic planning cycle for its work programme. WOAH's Seventh Strategic Plan, adopted by Members at the 88th General Session of the World Assembly of Delegates, covers the period 2021-2025. This plan describes the strategic orientations defined to foster the necessary changes and ensure leadership in global governance of animal health.
The Performance Management Officer contributes to the control of the Organization’s activities by designing and running a steering support system for the implementation of the strategy and assessment of organizational performance. He/she provides methodological support to top management and operational teams in implementing and updating WOAH's strategic roadmap, ensuring that reports are drawn up and that results are communicated. He/she also contributes to change management by building the Organization’s capacity to improve strategic planning and establish a culture of performance and results.

Missions and activities

Contribute to improving the performance management framework
•    Contribute to improving and disseminating the overall monitoring and reporting process for the 7th Strategic Plan roadmap
•    Define, in collaboration with the teams, key performance indicators aligned with the organisation's strategic objectives to measure the organisation's overall performance
•    Design the dashboards for the operational directorates and the governance bodies, and ensure their consolidation
•    Make recommendations for the continuous improvement of the performance management system
•    Contribute to the reflections on the 8th Strategic Plan
Manage the performance management system
•    Establish a regular management dialogue with the operational directorates and their teams to collect data and monitor the implementation of their roadmap
•    Analyse the results with the departments, by identifying the potential causes and effects of discrepancies between objectives and achievements, and challenge corrective measures where necessary
•    Support the teams in the methodology for reviewing and regularly updating their roadmaps

Communicate results
•    Prepare reports for governance bodies (Exec. Com., Manag. Com., Council, Assembly) on the achievement of the objectives of the 7th Strategic Plan
•    Contribute to the design and oversee the preparation of an annual performance report
•    Contribute to the promotion of the Organization’s performance as part of the budgetary process (budget guidelines, budgets), activity planning, activity reports or as part of more general communication initiatives.

Contribute to change management
•    Work closely with operational teams to understand their needs, identify performance-related challenges and opportunities, and propose appropriate solutions
•    Support teams in their efforts to drive change in terms of organization and methods
•    Support the dissemination of best practice throughout the organization
Support the cross-functional approaches that have an impact on the performance system:
•    Contribute to the implementation of a system for monitoring and evaluating projects and programmes, led by the Engagement and Investments Department
•    Participate in the discussions on data governance, led by the Digital Transformation and Information Systems Department, with regard to the reliability of data relevant to the monitoring of performance indicators
•    Use the foresight process established within the Organization to support the development of the 8th Strategic Plan


Qualifications and experience
•    Master's degree or equivalent in management, public administration, development economics or equivalent
•    At least 5 years' professional experience, including 3 years in performance management, implementation of strategies and monitoring tools, preferably in the public sector
•    International experience valued

•    Knowledge of data collection and analysis tools
•    Knowledge of evaluation methodologies
•    Excellent command of Microsoft Office, in particular Excel
•    Excellent command of written and spoken English
•    Proven knowledge of a second official language of WOAH (French or Spanish)

•    Communication skills: ability to communicate results effectively, clearly and concisely, both in writing and orally. Ability to adapt the message to different stakeholders

•    Excellent organisational skills, results-oriented: ability to set objectives and achieve them within the set deadlines


Working conditions

•    Duration and type of contract: 2-year renewable international contract
•    Location: WOAH Headquarters at 12 rue de Prony 75017 Paris, France
•    Net monthly salary (exempt from French income tax): 3.600€ + benefits
•    Optional additional health cover: 50% paid by WOAH
•    28 days' annual leave + 10 public holidays + 1 extra week's leave every 2 years for foreign nationals
•    Work from home: up to 3 days a week
