Description de la mission
To support the implementation of project “MedInGreen” activities, Expertise France will set up a project team based in Amman. This team will be headed by a Project Manager and will include a GCE public policies Expert (position concerned by this announcement), a Knowledge management & capacity building Officer, an events organization & Communication Officer and a logistic Assistant. The administrative and finance manager (AFM) and the MEAL Officer may be mutualized with other EF projects implemented in Jordan.
Reporting to the Project Manager, and working with the project officer at headquarters (HQ), the GCE public policies Expert, will be in charge of directly supervising activities related to institutional coordination mechanisms, policy tools update and formulation, capacity building as well as leading the organization of dialogue spaces. S/he will also have an extensive expertise concerning EU’s policy and regulatory framework (Green Deal, etc.) and ensure coordination with the relevant services in the European Commission (DGs GROW, ENV, CLIMA, NEAR).
S/he will be in charge of the implementation of an important part of the project’s activities under both Outcomes.
The Expert will be responsible for the following tasks:
Directly oversee and facilitate the policy dialogue between policy-makers in the southern Neighbourhood countries (and in particular the Ministries of Industry) and with their European counterparts, etc. In particular, in the preparation of the activities work plan and there implementation (preparation and facilitation of the meetings/events, providing support for exchange visits, etc.);
Preparation of the peer-to-peer and capacity building activities work plan, documents and supervision of their implementation;
Supervision of the short terms expertise in charge of the development of a GCE policy and regulatory frameworks roadmaps in the countries (preparation of the ToR, coordination of the mission, validation of the deliverables, etc.) and supervision of the pilot activities in the countries.
Cross-cutting tasks:
Manage, supervise and coordinate the work of short-term experts and service providers working in the activities supervised by the Expert;
Participate in the development of the general MedInGreen’s workplan;
Contributing to the development of the activity monitoring and evaluation system;
Contribute to the capitalization of the project;
Contribute in the production of annual reports;
Any other relevant tasks.
The project will place great emphasis on limiting its carbon footprint, but travel to the countries concerned by the project and to Europe will be necessary for its successful implementation. The expert must therefore be available to carry out these professional missions.
The signature of the contract for this position will be subject to the signature of the Agreement between the European Union and EF.
Description du projet ou contexte
The European Union (DG NEAR) is going to finance the “Green and Circular Economy in the Southern Neighbourhood” programme to support the strengthening and promotion of the GCE as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the Green Deal in the Mediterranean and promoting European green standards. This action will focus on 3 levels of intervention: macro (policy framework), meso (institutions) and micro (enterprise) levels.
The regional layer will serve as catalyzer to mainstream ideas, stimulate peer competition, sharing EU expertise, and standardized messages and seize the “building back better” momentum.
Expertise France has been entrusted with the implementation of Component 1, named “MedInGreen” - Towards Green Economies in the Southern Neighbourhood. This 48-month project, with a total budget of 4 M€, will aim to promote, develop and strengthen sound policies and enforceable legislation for the promotion of inclusive GCE through advocacy and peer exchange and increase the level of collaboration between stakeholders.
Public policies are the foundation to the development of a cleaner and greener economy. In this context, MedInGreen will address the need to mainstream inclusive GCE’s objectives at a policy level. The project will also promote a policy convergence on GCE with EU policy framework and within the region.
The Specific objectives (Outcomes) of the project are:
- Outcome 1: Public authorities at regional level share a common vision of inclusive GCE inspired by EU best practices.
- - Outcome 2: Inclusive GCE principles, inspired by EU policies best practices, are mainstreamed in national policy and regulatory frameworks of the countries of the Southern neighborhood.
Profil souhaité
Education
- Master's degree (or equivalent) in political science, economics, law or an equivalent field related to GCE.
Professional experience
- At least 10 years' experience in high-level technical support to public institutions and in institutional analysis and reform, the design and implementation of sectoral strategies and policies related to GCE, mainly in the field of industry;
- Extensive knowledge of the EU policy and regulatory framework on GCE issues, particularly the Green Deal;
- Very good knowledge of the public policy cycle;
- Experience in designing, running and evaluating capacity building activities for organisations (mainly public) on subjects related to the inclusive GCE;
- Proven experience in facilitating multi-stakeholder processes and consultation with partners;
- At least 2 experiences in implementation of cooperation projects, experience of EU-funded projects will be a strong asset;
- Previous successful experience with EF and knowledge of internal procedures is an asset;
- Professional experience in the Southern Neighbourhood would be an asset.
Skills
- Ability to interact and negotiate in a strategic political environment with a complex ecosystem;
- Ability to build, maintain, coordinate and lead networks;
- Excellent communication skills: sense of diplomacy and communication with private and public, local and international partners;
- Strong institutional representation skills;
- Fluency in English; ability to work in Arabic and/or French will be an asset;
- Team spirit and ability to unite actors around common objectives;
- Excellent analytical and report-writing skills.
