Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Programme Office focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, WPS, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, we work to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

UN Women is contributing to national priorities to end all forms of violence against women, including implementing and monitoring of National Action Plan to Prevent Violence Against Women. UN Women seeks to strengthening coordination mechanism of gender-based violence response, an expansion in services, and the adoption and implementation of laws, policies and strategies that respond to and prevent VAW/G. In Cambodia, UN Women focuses on a number of key areas, including support for the formulation of new policies/national action plans, monitoring of quality of services and frontline capacity development, generation of knowledge, and strengthening coordination and accountability on EVAW/G.

To achieve its goals, UN Women works with a range of stakeholders, including relevant line ministries and civil societies. As one of the key programmes of the UN Women-Cambodia Programme Office (CPO), the EVAW programme is expected to continue expanding over the coming years.  At this juncture, there is a need for a new Programme Assistant to support the effective implementation of the programme.

Under the overall guidance of the National Country Programme Coordinator and direct supervision of the Programme Analyst, the Programme Assistant will provide programme support to the programme, especially EVAW programme, to ensure high quality, accuracy and consistency of work. The Programme Assistant will work in close collaboration with other Programme Assistants and Programme Team in the Cambodia Office and the UN Women Regional Office for Asia and the Pacific required to exchange information and support timely programme delivery.

Duties and Responsibilities

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative and logistic support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.

2. Provide administrative support to the financial management of the Programme Unit

  • Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO invoices for development projects;
  • Process payment for consultants, as delegated;
  • Create requisitions and Micro Canvas Smart Form in Quantum for development projects; register good receipts in Quantum.
  • Review quarterly financial report from partners.

3. Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative and financial arrangements for organization of meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel plan, travel request and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
  • Organize and coordinate filing of documents; maintain mailing lists.

4. Provide administrative support to resource mobilization and knowledge building and knowledge sharing

  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

5. Facilitation of knowledge building and knowledge sharing

  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies

Required Skills and Experience

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration is an asset.

Experience:

  • At least 5 years of progressively responsible experience in administrative or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ERP system, especially Quantum, is an asset;
  • Experience in supporting a team is an asset.

Language Requirements:

  • Fluency in English and Khmer is required;
  • Knowledge of the other UN official working language is an asset.
