BACKGROUND AND JUSTIFICATION

IESC is recruiting for an Accounting and Procurement Specialist to provide support for the USDA-Food for Progress funded Agricultural Trade and Climate Smart Innovations (ATraCSI) project. The project is located in the Northern Triangle Region of Central America (El Salvador, Guatemala, and Honduras). ATraCSI will help address root causes of migration via a holistic approach to trade via the horticulture sector. The project will focus on implementing international and risk-based Sanitary and Phytosanitary Regulations (SPS) measures, implement measures under the existing World Trade Organization (WTO) Trade Facilitation Agreements (TFA), and assist in strengthening Climate Smart Agriculture (CSA) through development and transfer of agriculture technologies that focus on effective, sustainable, and environmentally friendly use of agricultural resources, which focus on the high value horticulture value chains.

GENERAL OBJECTIVES

The accounting and procurement specialist is accountable for providing accounting services and procurement management support to the ATraCSI Team. This is a full-time (40 hours per week) position based at the ATraCSI office in San Salvador and reports directly to the Senior Accountant and administratively to the Deputy Chief of Party – El Salvador. Works very closely with the Regional Grants and Procurement Specialist.

RESPONSIBILITIES

Accounting:

·Adheres to standard accounting policies and practices from IESC and the Salvadorian government;

·Enter transactions, upload documentation, and perform reconciliations in IESC's accounting system (QuickBooks) as well as the accounting system required by the government of El Salvador;

·Generates payroll entries on a monthly basis;

·Responsible for preparing and filing of reports, taxes and the required payments for IESC to the Treasury (Ministerio de Hacienda), Ministry of Labor and Salvadorian Social Security Institute (ISSS), Administradora de Fondos para Pensiones (AFP) y Superintendencia del Sistema Financiero (SEPP);

·Prepare the different reports to the Salvadorian Institute of Social Security (ISSS) and manage payment;

·Prepares weekly and monthly expenditure reports in accordance with IESC policies and procedures;

·Works with the Senior Accountant in Guatemala and IESC Home Office on a monthly basis to answer questions or comments on the monthly financial report;

·Prepares asset, liability, and capital account entries by collecting and analyzing account information;

·Prepares financial reports with relevant backup documentation for the Home Office and USDA as requested;

·Responsible for maintaining good working relationships and constant communication with the Bank representatives in charge of the project bank accounts as well as Salvadorean government offices that are related to financial payments and tax reporting.

·After reviewing and receiving approval for payments, prepare and reconcile vendors payments;

·Reconcile reports and advances of employee travel expenses;

·Supports preparation of the monthly funds request for expenses of IESC El Salvador;

·Maintains accurate and organized records for external audits of both El Salvador and the United States;

·It complies with El Salvador financial legal requirements by studying existing and new legislation, applying compliance with the requirements and advising management on the necessary actions; and,

·Responsible for keeping the inventory registry up-to-date;

·Complete other tasks assigned by the Finance and Administration Director

Grants & Procurement:

·Supports the Procurement and Grants specialist in procurements related to in-kind donations to public sector beneficiaries in accordance with IESC policies and United States rules and regulations;

·Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of grants management tools;

·Collect, review, and file financial and narrative reports from grantees and other beneficiaries under assigned projects;

·Prepare the closeout of the grants after elaboration of the quarterly report; and,

·Ensures timely filing of relevant documents in IESC systems (SharePoint and OneDrive).

QUALIFICATIONS

·Professional graduated from Accounting, Finance or similar areas.

·Must be authorized by the Overview Council of the Audit and Accountant Profession (Consejo de Vigilancia de la Profesión de la Contaduría Pública y Auditoría para el ejercicio de la Contaduría, según Arts. 2, 5 Inc. primero y 6 Inc. primero de la Ley Reguladora del Ejercicio de la Contaduría) .

·Experience working in accounting for at least 5 years;

·Experience required in preparing and providing reports required by the government of El Salvador;

·Experience handling QuickBooks (preferred) or other accounting software;

·Experience working on projects with funds from USDA, USAID or other multilateral agencies highly preferred;

·Ability to prioritize among multiple competing requests;

·Proactive, self-starter, detail-oriented, thorough and well organized;

·Well-developed interpersonal and intercultural communication skills for teamwork;

·Good management of Microsoft tools (Word, Excel, others) and internet;

·Fluency in Spanish is required and handling English as a working tool (reading and writing

·documents).
