OACPS Technical Assistance: Expert in Public Administration

Expert category: Cat. I (>12 years of experience)
• Qualifications and skills required: University degree in Business, Accounting, Economics, Political Science, International Relations or relevant equivalent discipline. A Master's degree in public administration and public budgeting will be considered as an asset.
• General professional experience: At least 10 years of capacity building of public administration including public budgeting. Within the above 10 years, at least 5 years of professional experience working at national, regional or international levels.
• Specific professional experience: At least two previous professional assignments with the objective to provide capacity building to National Authorising Officer (NAO) under the European Development Fund (EDF). At least three previous professional assignments in analysing the budget cycle of a national, regional or international organisation advising on budgetary reforms and strategic plans.
• Language skills: The Expert must have excellent English and French language skills (writing, oral, communication, presentation).
• Number of working days: 115 days
• Additional information: The Officer must be able to take post by 2 January 2024. It will be a part-time position.
