Key Expert 1: Team Leader – Programming, Managing and Monitoring Expert

The overall objective (Impact) to which this action contributes is ensuring that EU financial assistance is targeted, balanced and in line with the priorities of the Enlargement Package and the country’s own National Strategy for European Integration and Development, facilitating the preparation for EU membership through accelerated integration and strategic Reform Agenda.

Key expert 1: Team Leader – Programming, managing and monitoring expert (minimum 660 working days)

Qualifications and skills
• A University Master’s degree in Law or Economics or Political Science or other Social Sciences or, in its absence, professional experience of 5 years in the field of in programming, planning, managing and monitoring projects, in addition to the minimum general professional experience required.
• Very good command of English, both written and spoken.

General professional experience
• A minimum of 12 years of professional experience in programming, planning, managing and monitoring EU-funded actions, under various EU financial instruments

Specific professional experience
• Experience as Team Leader on programme management, monitoring and reporting in at least 3 projects.
• Experience as Team Leader or Key Expert on programme management, monitoring and reporting in at least 2 IPA funded projects.
• Experience in project preparation/review under IPA, including drafting of programming documents.
• Experience in assessing, establishing or supporting the development of evidence-based monitoring and evaluation of EU funds, results-oriented reporting and related capacity building.
