Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. It provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality at global, national, regional and sub-national levels.

Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Through a set of tested approaches, UN Women proposes to build synergies over the humanitarian-development continuum by strengthening women’s agency, leadership, and participation to rebuild the lives of women and girls in crisis and conflict, and disaster contexts.

In line with the UN Women triple mandate (Operational, Normative and Coordination) the CO Mozambique Country Office (CO) Programme focus interventions in the thematic areas of  Elimination of Violence Against women and Girls, Women’s Economic Empowerment,  Women, Peace and Security and Humanitarian Action. In delivering to women and girls, the CO ensures domestication of  and implementation  of global normative frameworks  as well as UN and multistakeholder Coordination  on Gender Equality and Women’s Empowerment (GEWE). Consistent with the drive for localization of  the GEWE agenda, UN Women’s CO has been continuously consolidating and enhancing its field presence to deliver on the  triple mandate in an integrated  manner.

Accordingly and within the context of implementation of the Norway  funded  Project  “Promoting the participation and leadership of women in peace, security and recovery processes in Mozambique” in the provinces of Sofala and Manica the CO  is recruiting  a Field Coordinator and in alignment with delivering on our tripartite mandate and building synergies on other UN Women existing projects, UN Women Country Office is seeking to recruit a Field Coordinator Gender Equality and Women’s Empowerment who will work “under the overall guidance and direction of the Head of Programmes/Programme Specialist. Furthermore, he/she will  perform other tasks as delegated by the Country Representative and work closely with the relevant thematic  leads and operations team members  to ensure continuous  technical direction and support  to the implementation  and monitoring  of all ongoing Projects and interventions .  S/he will  coordinate  all CO interventions in all areas as well relationships  with UN Agencies, implementing partners and  GEWE stakeholders  particularly women’s organizations, networks and movements.

Duties and Responsibilities

Summary of Key Functions:

  •  Leadership of  projects implementation at provincial level
  •  Monitoring and knowledge management
  •  Coordination of all CO interventions and with  relevant stakeholders on gender equality
  •  Other/administrative support as needed

Project Implementation in Sofala and Manica Provinces

  • Ensures timely and effective implementation of all   project’s activities in accordance with the work plan s  towards achieving the project outputs and outcomes.
  •  Ensures regular follow up with national experts/consultants and civil society groups/think tanks involved in the implementation of project activities, including revision of their deliverables and results.
  •  Maintains regular communication and provides technical support to all  parties  implementing UN Women initiatives in all other thematic areas
  • Provide guidance and support to UN Women implementing partners/responsible parties, carrying specific assigned activities
  • Serve as UN Women focal person for all projects and initiatives  in the provinces ensuring an integrated programme approach

Monitoring and Knowledge Management 

  • Conducts systematic monitoring and reporting on projects implementation in the assigned  provinces in coordination with relevant thematic leads
  • Contributes to the preparation and consolidation of quarterly progress and financial reports.
  • Maintains close communication with project beneficiaries, consultants, responsible partners and institutional contractors to monitor  project implementation against the baseline and targets.
  • Contributes to synthesizing, documenting  implementation of projects activities, success stories and lessons learned.
  • Support field research in the field of gender equality and women empowerment to inform planning, budgeting and evidence-based advocacy.
  • Provide substantive inputs to building partnerships and resource mobilization  for activities related to gender equality and women’s empowerment
  • Contributes to and participate in the project evaluations in collaboration with local partners and relevant stakeholders.

Coordination, Partnership building and Advocacy

  • Provides for continuous coordination among  all project parties and partners involved in the implementation of the CO projects and initiatives to ensure complementarity Actively participate and represent the CO  in the Interagency Coordination groups including on Gender in Humanitarian Action working groups and multis-stakeholder’s groups, which are operational in the duty station, prepares and shares related  background documents and  reports
  • Proposes and organizes key  gender related advocacy/awareness raising events in coordination with relevant colleagues at the country office  and partners  at the provincial level (Ex: International Women’s Days, 16 days of Activism against Gender Based Violence)
  • As delegated by the Country Office, represent UN Women in official events to support nurturing partnership development with the Government, Donors and CSOs, in particular Women’s Organizations and inform on UN Women’s work

Facilitate identification and capacity building of Women Led Organizations, as Partners in localizing UN Women’s Interventions at the grass-roots level.

Required Skills and Experience

Education:

Advance Education Degree or equivalent on Gender, Peace and  and Security, Human Rights, Political Science, Social Sciences or related fields.

Experience:

Minimum 3 years of relevant experience at the national and/or international level with development programmes and projects

Relevant experience  in  peace and security or gender related issues such as women’s political participation, ending violence against women, economic empowerment or similar

Experience of working with multiple stakeholders from government and other development actors preferably on issues related to gender equality and women’s empowerment.

Working Experience with the UN an asset

Solid understanding of results-based management approaches

Knowledge of policy frameworks related to gender equality and women’s empowerment

Good knowledge programme/project related monitoring and reporting.

Experience developing programme/project related knowledge products, including project briefs, success stories, human-interest stories, etc.

Language Requirements:

Portuguese and English (written and spoken) is required.

Knowledge of local languages spoken is an asset.
