Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Mental Health and Psychosocial Support (MHPSS) and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall guidance of the Emergency Response Coordinator and the direct supervision of the Programme Coordinator (Protection, Gender Equality and Inclusion), and in close coordination with the Head of Malakal Sub-Office, and the Head of Sub-Offices of other field locations to be covered through roving capacity, the Field Protection Officer will complete the tasks outlined below:

Core Functions / Responsibilities:

  1. Supervise the daily activities of the protection field teams in IDP camps as well as host communities by, for example, organizing and assisting the teams in achieving their tasks; attending on behalf of IOM Protection camp-level meetings and events; collaborating with relevant IOM staff, United Nations High Commissioner for Refugees (UNHCR), Non-Governmental Organisations (NGOs), government counterparts, and other external partners on protection matters, and applying global protection and IOM standards and procedures.
  2. Provide technical guidance to IOM Protection staff, specifically for community outreach, including awareness raising, consultations, vulnerability assessments, referrals, and direct assistance provision.
  3. Assist with the daily operations of other IOM sectors, including CCCM, Health, Water, Sanitation and Hygiene (WASH), Health and MHPSS units, to help mainstream and integrate protection interventions into IOM’s multisectoral humanitarian response in camps and host communities, and in actions designed to aid durable solutions.
  4. Provide technical inputs for the development of the monitoring and evaluation tools to facilitate effective implementation of Protection activities and accountability to affected populations measures and monitor protection field teams in the implementation of M&E activities.
  5. Compile, analyse and feed collected data and information to the Programme Coordinator(Protection, Gender Equality & Inclusion, Emergency Response Coordinator and Head of Sub-Offices) to help support programme development, as well as adjustments of approaches in ongoing operations and programmes for enhanced protection-sensitivity.
  6. Participate in specific capacity building initiatives for staff regarding IOM protection commitments as well as international protection standards and tools (inter alia IOM’s Principles for Humanitarian Action, IOM Approach to Protection, Inter-Agency Standing Committee (IASC) Protection Policy, IASC Guidelines for GBV in Humanitarian Action, IASC Guidelines for Disability Inclusion in Humanitarian Action, Sphere Standards, etc.).
  7. Facilitate the mainstreaming of protection across all IOM sectors in line with IOM internal guidance on the issue. Such support may include working with the Protection Mainstreaming focal point to evaluate progress and conduct training.
  8. On behalf of IOM, participate in Field/State-level Protection Cluster, GBV Area of Responsibility, and PSEA Taskforce.
  9. Participate in the Mission’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by supporting trainings, participating in community dialogues, implementing risk mitigation measures, and reinforcing reporting procedures among staff.
  10. Undertake frequent duty travel to very challenging areas.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Development, Human Rights, International Humanitarian Law, Social Work, Humanities/Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in above fields with four years of relevant professional experience.

Experience

  • Experience in protection and/or MHPSS response programming in humanitarian context.
  • Experience working with vulnerable groups, for example, survivors GBV, persons with disabilities, persons that have experienced trauma, etc.
  • Experience and ability working in difficult locations for extended periods of time.
  • Experience delivering trainings, providing guidance and supervising protection and/or MHPSS field teams is an advantage.
  • Professional experience working on Protection GBV risk mitigation in crisis context.
  • Experience in the development and/or implementation of protection mainstreaming and/or specialized protection programming.
  • Experience in equivalent role in South Sudan is an advantage.

Skills

  • Excellent organizational skills with the ability to manage multiple tasks simultaneously undertime constraints.
  • Accurate and detail oriented.
  • Good computer skills including knowledge of MS Word, Excel, PowerPoint, and email/internet software.
  • Ability to be resourceful and flexible in a limited resource environment.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
