Position Description

EnCompass LLC is seeking a Chief Financial Officer (CFO) to join our Executive Team! In this leadership role, the CFO will develop and implement the financial activities of the company, guiding its financial strategy, planning, and reporting and maintaining its fiscal stability. As a key member of the Executive Team (ET), the CFO will collaborate with the rest of the ET to establish long-range goals, strategies, plans, and policies and leads all aspects of budget and finance operations for the company in accordance with generally accepted accounting principles financial management techniques and practices appropriate within the industry.

Executive Team members provide strategic direction and oversight for the practice area as it pertains to new business development, client relationships, program management, employee development and engagement, and business results. The CFO will contribute to the growth and support of the entire company and actively fosters an environment that encourages collaboration, innovation, diversity, and inclusion. The CFO will also serve as a thought leader who integrates expertise, knowledge, and support throughout the company.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office, with the expectation of at least two to three days per week in the office. Due to the needs of the role, only qualified candidates residing in the DC metro area will be considered.

Position Duties and Responsibilities

Essential functions:

Executive Leadership (as part of the EnCompass Executive Team)

  • Contributes to developing and implementing the strategic goals of the company
  • Ensures effective, ethical, and profitable business practices across the company
  • Develops and communicates policies, priorities, systems, and activities and collaborates to address issues of company culture, practices, and efficiencies
  • Fosters an energetic and appreciative work culture that encourages collaboration, teamwork, and mentorship
  • Consistently models, reinforces, and holds self and others to living EnCompass values
  • Manages risks that could impact EnCompass’ reputation, operational viability, and security

Leadership of Financial Function

  • Oversee the company's financial operations, including budgeting, forecasting, analysis, investment, and auditing
  • Advise divisional VPs in financial planning and performance
  • Provide strategic recommendations to executive leadership based on financial analysis and projections
  • Ensure that the financial transactions, policies, and procedures meet the organization's short and long-term business objectives and are conducted in accordance with regulations, accounting principles, and standards
  • Optimize and scale financial systems, including cash flow planning, taxes, and general accounting and evaluate other systems and software as they relate to ERP, accounting/finance, contract administration, and operations
  • Define metrics for financial effectiveness and develop the tools and systems for providing critical financial information to the Executive Team
  • Ensure legal and regulatory compliance regarding all financial functions including tax planning and compliance with local, state, and federal tax regulations
  • Establish and maintain stable cash flow management policies and procedures and ensure cash resources are available for daily operations
  • Manage and negotiate the company’s indirect rate agreement and structure. Monitor the indirect rate structure and propose changes to meet the company’s growing demands for varying structures based on types of contracts
  • Lead team in integration of accounting system and other software and programs for greater functionality

Financial Reporting

  • Manage processes for financial forecasting, budgets and consolidations, planning and analysis
  • Oversee the preparation and communication of monthly and annual financial statements
  • Direct the preparation of all financial statements, including income statements, balance sheets, shareholder reports, tax returns, and governmental agency report.
  • Ensure the timely reporting of key financial data and updates to the CEO and other key stakeholders

Strategy and Organizational Leadership

  • Develop and implement the financial strategy of the company including long-term financial planning, forecasting, and financial risk management
  • Develop and direct financial plans to deliver the strategic business plan, organizational growth, and market opportunities
  • Build and maintain strong relationships across the organization and ensure financial needs are supported
  • Establish and maintain stable cash flow management policies and procedures, and ensure cash resources are available for daily operations
  • Work with senior managers to efficiently develop proposal budgets, provide access to project finance information, and ensure contract/grant compliance and reporting
  • Ensure trust-based, collaborative, and cooperative interactions and clear, consistent communications with staff and vendors
  • Consistently models, reinforces, and holds self and others to living EnCompass values
  • Provide strategic pricing strategies and guidance for business development
  • Forward thinking in development of indirect rate structure and cost strategy working with leadership in the direction to go and how to get to remain competitive

Team Management

  • Lead and manage a team of diverse finance and accounting staff that provide global financial support across the company
  • Prioritize diversity, equity, and inclusion and act on these priorities by fostering diverse, equitable and inclusive practices to create a work environment where everyone can do their best work.
  • Identify and hire the talent needed to achieve goals, communicating performance expectations, giving and seeking feedback, holding people accountable, supporting employee development and recognition, and lessons learned

Position Requirements

Academic Qualifications

  • Minimum of Bachelor’s degree and 18 years of experience; degree in accounting, finance, business administration or related field
  • Certified Public Accountant (CPA) Certification preferred

All qualifications listed below are required, unless otherwise noted.

Experience and Skills

  • 12+ years of experience working in finance for a federal contractor on both US domestic and international projects. Experience working with USAID and other government agencies
  • Strong knowledge of regulatory (CAS, FAR, AIDAR, GAAP, DCAA) compliance
  • Strong financial and analytical background with focus on decision making
  • Experience in risk management, regulatory compliance, and business planning
  • Understanding of legal and tax compliance requirements
  • Knowledge of financial management systems and accounting software
    • Experience using Deltek Costpoint preferred
  • Experience in creating and executing budgets and in budget monitoring
  • Strong analytical skills and experience interpreting a strategic vision into an operational model
  • Ability to distill complex information and communicate it clearly and succinctly to executive-level staff
  • Experience in designing efficient processes to deliver budget and key financial analyses
  • Expertise leading investment strategy
  • Deep experience overseeing financial systems and reporting
  • Ability to communicate complex financial concepts to partners with diverse backgrounds, including leadership, operations, and program staff
  • Ability to understand and assess organizational risks
  • Ability to effectively inspire and direct staff (including cross-functional teams) in the areas of professional development, recruitment, performance, and time management
  • Fluency in English

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $180K–$220K.
