Description

We are currently looking for a suitable candidate to undertake the role of team leader of the Project Implementation Consultant for an ongoing project in the area of wastewater collection & treatment infrastructure.  The mandate for the Project Implementation Consultant is multi-fold and includes the high-level support to the stakeholders and implementing entities in the following:

  • Planning and managing the completion of the project;
  • Preparing the ground for a successful transition into the operating phase; and
  • Creating capacities among the stakeholders.
This project is currently moving into the construction phase with a value of over 200M Euro. The Team Leader will lead and direct a local team of 25 experts to ensure that the proposed implementation of the programme of works is in accordance with the Donors requirements.
 
Task description: 
  • Overall responsibility for the project implementation incl. internal resource management, expert coordination, stakeholder liaison, ensure project progress & cost effectiveness;
  • Organisation and implementation of promotion activities as well as trainings and seminars;
  • Develop and implement the procurement strategy/ plan, and prepare tender documents for all contracts under the project;
  • Technical assistance during the procurement process in compliance with EIB requirements;
  • Contract management during the implementation period (the detailed design and supervision of the implementation works will be performed by consultants that are currently being procured);
  • Review and approval of consultants and contractors invoices;
  • Review and approval of the occupational health and safety (OHS) plans provided by the construction supervision consultants and the contractors;
  • Preparation of an environmental & social strategy;
  • Support the implementing entities in devising a wastewater strategy improving operations & maintenance systems, and in enhancing their financial viability.

Qualifications: 

Qualification and Skills

  • University degree in civil engineering / construction management (or equivalent);
  • Excellent knowledge of English; Good written and verbal communication skills;
  • A post-graduate degree or certification or certificate in project management, would be a distinct advantage.
  • Knowledge of Arabic would be considered an advantage.

General Professional Experience

  • 20 years’ professional experience in the field of wastewater projects including project management;
  • 10 years’ professional experience of similar assignments on international capital investment projects, preferably funded by Multilateral or Bilateral Development Banks or donors;
  • Must have acted as team leader on at least two previous projects.

Specific Professional Experience

  • Experience as team leader in management and administration of at least one large water and wastewater infrastructure investment programme (preferably, with total project costs in excess of EUR 50m) including experience with procedures of international financing agencies or institutions;
  • Demonstrable knowledge and implementation of the FIDIC Conditions of Contract 1999 (both Red and Yellow Book);
  • Experience in the processing of variations and claims under the FIDIC Conditions of Contract 1999;
  • Previous experience in coordinating and delivering capacity building to sector utilities;
  • Previous experience in the Middle East / North Africa region in the sector would be an advantage.
