Project Name: Consultancy Service for Supervision of Works for Construction, Rehabilitation, and Expansion of Sewerage System in Benguela and Lobito

 Location: Benguela, Lobito & Catumbela, Angola

 Financing: African Development Bank (AfDB)

 Project must follow FIDIC and AfDB requirements

 Duration of the project: 24-month construction period and 36-month Defects Liability Period (DLP)

 Project Background:

In an ambitious move to increase water supply access and improve sanitation coverage across 11 coastal towns of Angola, a comprehensive study was conducted with the support of the AfDB. This initiative, part of the Coastal Towns Inclusive Sanitation Project Phase I, aims to enhance climate-resilient and sustainable sanitation services in Benguela, Lobito, Catumbela, and Baia Farta. This effort is expected to significantly improve the health and socioeconomic conditions of the residents. 

By 2025, based on the growth rates projected by the Angolan National Statistics Institute (INE), the town of Benguela is expected to have a population of 769,792 inhabitants. Similarly, the combined population of Lobito and Catumbela is anticipated to reach 602,405 inhabitants according to INE's growth rates in the same year.

 Project Objectives:

The objective of the consulting service is to conscientiously fulfil, to the highest professional standards, the role of the Engineer as defined under the Works Contract (to be prepared in accordance with the African Development Bank Standard Bidding Document) and to supervise construction of the Works (on behalf of the Employer) throughout the entire construction period, including the defects liability (maintenance) period. The project encompasses the construction/rehabilitation of:

-           Rehabilitation and construction of sanitation sewer system

-           Rehabilitation and expansion of WWTP (pond system)

-           Construction of faecal sludge treatment plant and transfer stations

Key Responsibilities:

The successful candidate will assume the role of the Sanitary Engineer with the key responsibilities of:

  • Design review and validation: thoroughly examine and validate the detailed design of sanitation systems, including sewer systems, WWTP (pond systems), and faecal sludge treatment plants, to ensure compliance with project specifications and international standards (AfDB and FIDIC).
  • Construction supervision: actively participate in the onsite supervision of construction activities, ensuring that all sanitation infrastructure works are executed in accordance with the engineering drawings, technical specifications, and quality standards.
  • Operation and maintenance (O&M) advisory: provide expert advice on the operation and maintenance of WWTP and sanitation systems to ensure long-term sustainability and efficiency. Share best practices and innovative solutions for effective sanitation management.
  • Compliance and quality assurance: Ensure that all project activities comply with the African Development Bank's standards, local regulations, and environmental and health safety guidelines. Conduct regular inspections and coordinate with project stakeholders to address any compliance issues promptly.
  • Capacity building and training: contribute to the capacity building of local teams by providing training and technical guidance on sanitation practices, system operation, and maintenance strategies. Support the development of a skilled workforce capable of sustaining project achievements (to trainees that will be appoited by the Client).

 Minimum Qualifications and Experience:

  • Bachelor’s degree in Civil, Hydraulic, or Sanitary Engineering is required. A Postgraduate Degree in Hydraulic or Sanitary Engineering will be considered an advantage.
  • Minimum of 10 years of professional experience in sanitary projects is essential.
  • At least 5 years of working experience as a Sanitary Engineer in the operation of Wastewater Treatment Plants (WWTP), including experience in designing at least one project.
  • 2 years of work experience in Sub-Saharan African countries.
  • Must possess strong communication skills in English, with the ability to effectively collaborate with teams and stakeholders.

 Expected Level of Effort :

  • 6 PM (Construction supervision) + 3 PM (DLP)
