Key expert 2: Senior expert (Gender specialist) (minimum 180 working-days)

The specific objectives (Outcomes) of this contract are as follows:
• Specific objective (Outcome) 1: Strengthening local governance and decentralisation;
• Specific objective (Outcome) 2: Strengthening gender mainstreaming, including at local level.Qualifications and skills

Qualifications and skills
• Graduate university degree (Master’s degree or equivalent qualification) in the field of gender studies or other relevant field of social science with a specialisation in gender studies;
• The equivalent of five (5) years of professional experience in the field of gender equality and women empowerment for a Bachelor's degree holder (in addition to below general professional experience) and;
• Proficiency in English oral and written (minimum level C2).


General professional experience
• A minimum of 6 years of professional experience working on gender equality and women empowerment ;


Specific professional experience
• Experience in providing capacity building in the field of gender equality and women empowerment (technical assistance and providing trainings) as demonstrated by at least 3 assignments.
• Experience in supporting gender mainstreaming at sectoral level and/or in local development planning as demonstrated in at least 2 assignments;
• Experience in supporting monitoring framework/systems and evaluations to assess gender equality policy and gender specific indicators (including in specific sectors) as demonstrated in at least 2 assignments;


Desired assets
• Experience in engaging with media (including social media) towards addressing socio-cultural perception of gender roles and gender norms as demonstrated in at least 2 assignments.
• Knowledge of Dzongkha language is an asset.
• Professional experience in South Asia6 would be an advantage;
• Professional experience in Bhutan and familiarity with the Women and Children division (which is the secretariat of the National Commission for Women and Children) under the Ministry of Education and Skills Development would be an advantage.
• Knowledge of European Union Gender related policies/strategies would be an asset.
