The Senior Program Manager will lead the U.S. Department of State and foreign government-supported UN Sanctions Compliance Program team, focusing on counter-proliferation efforts and enhancing foreign capacities in line with UN Security Council resolutions. Responsibilities include translating policy ideas into actionable programs, planning and implementation, managing resources, financial and technical reporting. Essential qualifications include supervisory experience, comprehensive program management skills, expertise in high-impact activities, business development acumen, effective communication skills, and collaboration across various sectors.

Reporting to the Director of Security Assistance, the Senior Program Manager is responsible for program development and implementation, stakeholder engagement, and ensuring alignment with funder and organizational objectives across technical, human resource, financial, and administrative aspects of our work.

The technical nature of the work involves developing and implementing capacity building programs related to beneficiaries’ ability to enforce relevant sanctions regimes, counter proliferation financing and anti-money laundering programs, and improve cybersecurity, maritime security supply chain security and know-your-customer programs for the financial sector.

Major Responsibilities:

  • Manages a complex program portfolio with multiple programs with total value exceeding $10M annual revenue, including comprehensive program planning, budgeting, funder reporting, and implementing a monitoring and evaluation plan
  • Shapes the direction and expansion of portfolio by developing new programming concepts; includes proposal writing and proposal budgeting tasks
  • Manages a high performance, matrixed and geographically dispersed team; supervises and develops direct reports and team members; oversees the recruitment, hiring and onboarding processes of staff; establishes work and development goals with staff; provides feedback on performance standards; ensures staff are compliant with CRDF Global policy
  • Coordinates communication with funders, internal and external clients, and CRDF Global Board members and senior management
  • Conducts stakeholder engagement and networking with external subject matter experts from the regulatory, development, academic and industry communities
  • Represents CRDF Global at external events such as technicsl subject matter and business conferences, including leading delegations and makes presentations to educate others about programs; remains current on relevant program topics
  • Oversees development of annual program plans and project plans in relation to the stated goals and contractual responsibilities
  • Advises program managers, project managers and funder representatives on programmatic and technical issues
  • Provides input on CRDF Global annual budget. Supports other programs and staff as required
  • Leads the annual business development effort for the programming, preparing – with the help of team members -  innovative project concepts aligned with the funders stated goals, objectives and priorities
  • Other duties as assigned

QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS:

  • Bachelor’s degree in related field, Master’s degree preferred
  • 5+ years of work experience in in a related field such as counter proliferation/nonproliferation, international security, UN Security Council sanctions, restrictions on proliferation finance activities, cybersecurity
  • 5+ years of supervisory and team management experience
  • Strong conceptual skills combined with the ability to take ambitious ideas and to break them into manageable, specific sets of objectives in order to plan and successfully implement creative, new projects
  • Excellent and effective written and oral communication skills, including the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations
  • Strong diplomatic and negotiating skills
  • Experience in budget development and financial management and reporting
  • Must be willing and able to travel internationally and domestically depending on program up to 20%
  • U.S. work authorization
  • Must be eligible to obtain security clearance

Salary & Benefits: The base pay range for this position is $97,760 to $146,640.  The determination of salaries in this job classification depend on a number of factors, including, but not limited to, relevant candidate experience, job-related knowledge, qualifications and skills.  In addition, we have a comprehensive benefits package, which includes medical, dental, and vision.
