FEASIBILITY STUDY & DETAILED ENGINEERING DESIGN FOR WATER SUPPLY & SANITATION FOR 22 COASTAL TOWNS

Project:
This project funded by ADB aims to prepare feasibility studies and detailed designs for future projects.The objective of the “Feasibility Study & Detailed Engineering Design for Water Supply & Sanitation for 22 Coastal Towns" shall be to assist Project Management Unit (PMU), DPHE in providing feasibility studies and detailed engineering designs of sub projects for 22 Coastal Towns
Besides this, it shall provide required procurement support for implementation of projects in these towns.
Major scope of work shall include validation of pre-feasibility and feasibility study reports, preparing/updating of FS, development of detailed engineering design (DED) of sub projects and procurement support for bidding of these sub-projects for execution.
A life cycle cost analysis shall be required to be included to justify both technology and specific materials.
Project Objectives:
- Develop water supply infrastructure in Bandarban, Lama, and Rangamati towns
- Improve sanitation and waste management systems
- Promote community awareness and capacity building
- Prepare for future investments in 31 additional towns
Project Components:
- Construct water treatment plants and distribution networks
- Modernize sanitation and solid waste management systems
- Conduct awareness campaigns and provide training
Profile:
The International SCADA and Smart Water Management Specialist will work under the Team Leader for preparing, institutionalizing and designing systems involving IT enabled automation and smart components for water supply management. The tasks shall include use of IT for automated operations, NRW management and sustainable DMA management by providing inputs related to efficient, automated and economical ways of water management. The proposed systems may involve use of SCADA system for operations, automatic/electronic meter reading and area water meters, digital data use from area meters, e-billing and revenue collection systems etc. The expert will also extend support in analyzing the technical constrains of DPHE/Pourashavas in 24*7 sustainable water supply operations and thus shall contextualize good practices in cluster towns and shall develop electronic/IT based systems for DMA wise assessment of leakages and water losses etc.
Qualification and Experience:
- Post graduate degree in public health engineering, Instrumentation/electronics or relevant qualification to hold this role
- 15 years of working experience in the management of operations of major water supply projects
- Minimum 07 years in the IT enabled control of operations (like SCADA) of such water supply system having smart water management features.
- The water management should include Un-accounted for water (UFW) management, Area meters, leakage detection and leakage management etc.
- Minimum 5 years working experience in similar field in in the developing countries of South-Asia.
- Relevant work experience in the project funded by mutti-lateral funding agencies (including
- ADB).
- Good communication skills and should be able to contribute as a resource person for capacity building programs
