ABOUT THE OPPORTUNITY

Under the supervision of the Regional Director for the Americas, the Program Manager performs high level tasks and has overall responsibility for a portfolio of various projects in multiple countries, including financial oversight. The Program Manager establishes technical and operational plans for all initiatives across the Central America and Mexico (CAMEX) region. 

LOGISTICS

Internews has headquarters offices in Washington, DC and London, UK which support a hybrid workforce with staff working remotely, fully in-office, and partially remote. This is a fully remote position. Our ideal candidate is based in Washington, DC; London, UK; Mexico; or Costa Rica. Remote candidates based elsewhere in Central America will also be considered. Individuals must have work authorization in their current location that does not require sponsorship from Internews. Additionally, there are locations in which Internews is not able to support fully remote work.

DAY-TO-DAY TASKS will include: 

  • Provide the overall strategic direction and managerial and technical leadership to ensure the achievement of project goals in the CAMEX sub-unit. 
  • Design, lead, and supervise in conjunction with the Regional Director the work of team members on the successful implementation of programs, trainings, and workshops. 
  • Create new processes to track growing portfolio and activities and effectively delegate responsibilities to team members. 
  • Recommend changes in policy or practice that result in moderate to significant improvements in performance of the Central America and Mexico sub-unit; as needed, influence others outside the CAMEX team on policies, practices, and procedures. 
  • Identify team strengths; collaborate and delegate tasks based on needs, skills, and interests to optimize team performance. 
  • Maintain relationships and check-ins with funders and other implementers.
  • Act as a primary liaison with program participants, trainees, groups, and host organizations. 
  • Outreach to donor-level partners on a regular basis. 
  • Foster the program team's development and building of relationships with trainees, host organizations, and other members of civil society and minority communities in the Central America region and Mexico. 
  • Foster outreach, visibility, and dissemination of program experience. 
  • Work closely with the Americas Monitoring, Evaluation, Research, and Learning (MERL) Specialist to lead efforts to comply with M&E requirements for the program(s) and ensure effective performance and management. 
  • Work closely with the Business Development team across the organization to lead or significantly contribute to donor outreach as well as the Americas PMU's proposals, reports, and program documentation, as needed. 
  • Lead consistent review and strategy related to USAID programming and forecast, mission opportunities, and other funder opportunities. 
  • Provide financial oversight and work closely with the Business Operations Officer to monitor budget compliance and with the Grants & Contracts (G&C) team to ensure G&C compliance across the Central America and Mexico portfolio. 
  • Work closely with Internews' thematic units to build team-level strategies to expand programs into other practice areas that pursue Internews' mandates and goals. Thematic areas include technology, humanitarian assistance, migration, health, and environmental work.

QUALIFICATIONS WE'RE LOOKING FOR

Required

  • Bachelor's degree or equivalent in International Relations, International Diplomacy, International Affairs, or equivalent lived/professional experience. 
  • 10+ years programmatic experience in the Latin America region. 
  • Outstanding written and oral English and Spanish skills, including project reporting and proposal writing. 
  • Experience managing US Government grants. 
  • Understanding of the human rights environment and network of stakeholders in Latin America and the Caribbean. 
  • Experience living and/or working in the Latin America region. 
  • Proven understanding of the political dynamics of working in sensitive countries in the Latin America region.
  • Proven ability to form trust networks in-region to build partnerships, develop new projects, and implement and problem-solve with current and sensitive programs. 
  • Proven capability to work in challenging environments where human rights issues impact projects. 
  • Proven ability to lead or directly support creation or adaptation of communications solutions in Spanish language. 
  • Outstanding ability to work with professionals from many disciplines: public/government, academic, private sector, NGOs, media, and journalists. 
  • Ability to prioritize and handle multiple ongoing assignments. 
  • Experience working and traveling in complex operational environments. 
  • Outstanding analytical, problem-solving, and advisory skills. 
  • Ability to work individually, and as a member of team, with both headquarters and project staff. 

Preferred

Note: Candidates who do not have these preferred qualifications, but who are interested and willing to learn, are encouraged to apply. 

  • Experience working in an international NGO and/or managing NGO projects.
  • Familiarity with US Government and contracting regulations. 
  • Experience with Canadian, European, and other government and private donors. 
  • Fluency in French and/or Indigenous languages a significant asset.
