SUMMARY OF THE PROJECT
Cowater is a global international development consultancy firm that works with partners to deliver technical assistance to governments and the private sector in Asia and the Pacific, Africa, Latin America and the Caribbean, and the Middle East.
SUMMARY OF THE POSITION
The Program Manager will support our in-country program delivery, strategic positioning, and growth of our donor-funded project portfolio in Thailand including representing Cowater and liaising with clients such as Global Affairs Canada and Australia`s Department of Foreign Affairs and Trade (DFAT). This includes but is not limited to proposal and business development, industry networking, client relationship management, project administration and management, team leadership and support, operations management, financial oversight, security and risk management, technical backstopping, and key stakeholder relationship management.
The position will provide leadership, and program management oversight to Gender Equality, Disability and Social Inclusion-focused international development programs in Thailand and the region.
The Program Manager will work in partnership with our HQ team’s responsible for our core client service lines (DFAT), and technical service lines (focally Gender, Disability and Social Development; Economic Development; Human Development; Monitoring and Evaluation).
KEY RESPONSIBILITIES
Corporate Initiatives and Operations
· Cowater legal representative in Thailand
· Support Cowater operations in Thailand
· Support key client relationship management, marketing, and communications
· Establish close working relationships with Cowater division leads
Business Development
· Champion business development and donor networking in Thailand
· Building and maintaining Cowater’s reputation with existing and prospective clients in the region (DFAT, FCDO, GAC, EU, etc.)
· Updating and maintaining a roster of relevant advisers and consultants in Thailand
· Providing technical inputs into proposals in relevant areas
Program management, leadership, and technical input
· Act as a Project Manager supporting our Thailand programs, operationally and technically.
· Onsite management and guidance of the Thailand project team(s)
· Providing technical, managerial, delivery and advisory support to Cowater projects in areas of GEDSI, environment and climate change, community development, governance and public sector strengthening, civil society strengthening, and economic development
· Support relationship management and engagement with government of Thailand counterparts, provincially and nationally.
· Provide operational support to projects including DFAT contract management, quality assurance, financial management, administration, HR functions, and reporting.
· Build effective working relationships with clients and partners from a wide range of professional and cultural backgrounds; provide troubleshooting guidance where required in partnership management.
· Communicate key project risks and issues, updates, and milestones to Cowater and stakeholders, clearly, concisely and in a timely fashion.
· Work effectively in politically sensitive and challenging environments and apply Cowater's duty of care and safeguarding policy.
· Perform additional tasks and support to the country and regional portfolio, as needed.
JOB REQUIREMENTS
· At least 5 years of program management and administration expertise.
· Experience in areas of operations management, including finance, administration, logistics, human resources, and/or contract management; in Thailand,
· Familiarity and understanding of Thai legal and regulatory systems and practices.
· Demonstrated expertise and experience in at least one of Cowater’s technical expertise areas.
· Strong understanding of integrating gender and climate considerations into programs, proposals, and operations.
· Experience supporting proposal development and writing.
· Familiarity and understanding of GAC’s FIAP; and DFAT’s Inclusion, Equity and Diversity Strategy; DFAT’s New International Development Policy, and the Royal Thai Government’s Gender Equality Strategy and Women Development Strategy.
· University undergraduate degree in a relevant area of study.
· Fluency in Thai, written and spoken.
· Strong English writing and speaking skills.
Preferred Qualifications:
· Experience with GAC and/or DFAT-funded programs.
· Experience is other countries in Asia and/or the Pacific.
· A graduate-level degree in a relevant area of study.
· Experience working in the sector of Gender Equality, Disability and Social Inclusion
· Established network in the development sector in Thailand.
· Fluency in English.
