Since 1995 we have been working for governments, development agencies, public institutions as well as for enterprises and organisations in the agriculture and food industry in more than 60 countries (see www.adtproject.de). Main clients are the German Ministry of Food and Agriculture (BMEL), EU EuropeAid and other EU programmes, GIZ, FAO, USAID, WB and other public donors as well as private organisations/companies.

We are currently looking for open-minded and motivated International Good Manufacturing Practices (GMP) specialist for a Livestock Health and Value Chains Improvement Project in Cambodia.

Job description

The specialist will:

(i) Conduct a desk study of national regulations and standards with relevance to GAHP;

(ii) Prepare initial GAHP compliance profiling in the selected provinces;

(iii) Review existing GAHP standards and guidance produced by WOAH, ASEAN, Thailand, and the Philippines;

(iv) Develop-ASEAN-compliant national GAHP standards for bovine, pig, goat, broiler, and free-range chicken with supporting materials such as record keeping templates, procedures manual and topic-based factsheets;

(v) Develop- trainer of trainer materials on GAHP key topics, operation of the national GAHP scheme and compliance auditing to ISO19011 standard;

(vi) Implement training of trainers workshops in association with a tertiary training institution in which future training capacity will be embedded by the project;

(vii) Conduct baseline auditing of farms and producer organizations participating in the pilot GAHP program;

(viii) Mentor field-based training and advisory activities, mentor- compliance audits via shadow audits;

(ix) Analyze annual audit results and stakeholder feedback, revision, and modification of GAHP scheme to eliminate weak areas in content, delivery, or implementation;

(x) Develop- cost recovery mechanisms to ensure sustainability;

(xi) Prepare ISO 17065 dossier for the GAHP scheme to meet requirements for ISO 17065 accreditation;

(xii) Perform other tasks as may be assigned by the Project Director.

Qualifications and requirements

  • Post graduate degree in veterinary, livestock, or agriculture science with at least 10 years at a senior level in the development and implementation of standards for management of risks in primary production in a developed or developing country, including in Asia.
  • Must have a good understanding of the components and operational procedures for GAHP schemes together with GAHP controls, compliance, and auditing criteria.
  • Familiarity with Cambodia smallholder and commercial livestock production systems would be preferred. The person should be a team-oriented professional with good analytical and communication skills.
  • Should be capable of rapport with personnel at various levels, including farmers, government staff, national consultants, and international organizations.
  • A strong self-motivated individual working with no or minimal supervision and able to travel to the rural areas and meet tight deadlines is required. The person should have excellent skills in written and spoken English and be fully conversant with computer use. Sensitivity to issues associated with gender, ethnicity, and poverty especially in the context of Cambodia is important.
