Project Background 

 

The Cadmus Group was awarded the USAID Digital Forward Activity, which provides tools and technical assistance to USAID Missions and Washington Operating Units to ensure digital initiatives are incorporated into USAID programs and activities. Digital Forward advance digital initiatives that enhance digital security and economic prosperity in partner countries, while safeguarding individual rights, freedom of expression, and democratic norms and practices. 

 

The Regional Inclusive Digital Ecosystem, or RIDE, is an activity from USAID’s Regional Development Mission for Asia (RDMA) under Digital Forward. A five-year program, RIDE will leverage the dynamism of Southeast Asia’s digital economy to promote a more inclusive, safe, reliable, and open digital ecosystem. RIDE will focus on strengthening the policy environment, supporting innovations that safeguard consumers, and promoting equity and inclusion in the digital ecosystem. 

 

Position Summary 

 

The Responsible Technology and Innovation Lead will work with the Project Director and technical staff to design, implement, and monitor regional level interventions in partnership with the private sector to promote responsible innovation, uses of technology, and business models across sectors. The specific goals of this position include: 

  • Increased market demand for responsible technology practices.  
  • Improved private sector offerings driving responsible technology practices.  
  • Increased investor demand and investment in responsible technology practices. 

 

Responsibilities 

 

Leads Objective 2 (private sector use of responsible technology practices and business models) activities focused on designing, implementing, and monitoring regional level interventions to promote responsible innovation, uses of technology, or business models across sectors in Southeast Asia 

  • Operationalizes technical vision for Objective 2 (private sector use of responsible technology practices and business models) and mobilizes consultants, partners, and other resources as required to deliver on vision 
  • Facilitates meaningful collaboration between industries, entrepreneurs, and investors, promoting ethical considerations in technology development and defining clear criteria for responsible technology investment 
  • Forges strategic partnerships and alliances with relevant organizations, such as industry associations, academic institutions, or government agencies, to amplify the impact of responsible technology initiatives and create a broader ecosystem for change 
  • Contributes to overall activity design; oversees activity budgets; provides regular updates to the Project Director on activity progress and monitoring and evaluation of results as needed 
  • Contributes to bi-weekly, quarterly, and annual reporting requirements for USAID and to local counterparts as needed 
  • Collaborates with the Grants and Contracts Manager to identify grant opportunities that advance objective results 
  • Identifies and manages consultants under oversight of the Project Director 

 

Qualifications 

 

  • At least seven (7) years of leadership experience in technology development, implementation, or innovation (or closely related field)  
  • Relevant bachelor’s degree required, with a preference for a master’s degree or equivalent professional experience in area related to technology, innovation, policy, telecommunications, legal, international development, computer science, or other relevant area to the position summary 
  • Expertise and knowledge of digital issues in areas such as emerging technology (e.g. Artificial Intelligence and Open-RAN), digital privacy and security, transparency, responsible governance of technology, innovation ecosystems, investment, and start-up acceleration 
  • Demonstrated experience working in a multi-stakeholder environment, including with or in the private sector  
  • Strong management, organization, and communication skills 
  • Legally authorized to work in Thailand without the need for sponsorship 
  • Full professional fluency in both Thai and English, including excellent writing capabilities in English 

Preferred Qualifications 

 

Experience designing and managing USAID or other donor project activities, including developing and managing activity budgets 

Experience conducting business in different countries, especially throughout ASEAN 

 

Reporting and Location 

 

This position reports to the Project Director. This position will also work closely with HQ Cadmus staff. This position is to be based in Bangkok, Thailand. This is a full-time position, in-person in the office, with some remote work permitted. This will be a contracted position for the length of one year, with the option to extend annually, up to a total of five years. 

 

Compensation and Benefits 

 

The salary for this position is commensurate with qualifications and experience. The range for this role is 93,000 – 99,000 USD on an annual basis.
