Technical Assistance to SFD in Yemen

REQUIREMENTS

Expertise
The minimum requirements covered by the team of experts as a whole are detailed below:
• Qualifications and skills required for the team: A least one of the team members should have at least a master’s degree in development studies, environment, climate change, public administration or related field. In its absence, 5 years of equivalent professional experience. At least one of the of the team members should have at least an advance degree (Masters, preferred PhD) in climate science, policy or related field. In its absence, 5 years of equivalent professional experience. The team as a whole should have strong computer/software skills.
• General professional experience of the team: The team as a whole should have a minimum of 10 years’ experience in climate/environmental vulnerability assessments. The team as a whole should have a minimum 5 years’ experience assessing organizational capacities.
• Specific professional experience of the team: The team as a whole should have proven experience in developing climate strategies/action plans (Minimum 1 contract). The team as a whole should have proven experience developing climate- responsive programming guidelines in crisis countries (Minimum 1 contract). Experience working in Yemen or similar contexts will be an asset.
• Language skills of the team: The team as a whole should have an excellent command of English (at the level of C2) - spoken and written.

Additional expertise requirements for the team composition:

Position: Expert

Expert category: Home Based - Cat. I (>12 years of experience)

Minimum requirements:  There should be at least one Home-based Category I expert who will act as Team Leader.
Minimum number of working days: 220
Additional information:  There must be at least a Home Based Category 1 Expert and there must be at least 220 working days provided under this category. During the implementation of the project, the number of working days can be reduced or increased as necessary.

Additional information: There must be at least 440 working days provided under this category. The Contractor can also replace the working days under this
Category with Home-based experts from Category I. The Contractor is free to propose one or more experts under this Category and to replace them with Category I experts if necessary
