Gender Specialist (Intermittent Input) (International) – 24 Person Months

 Minimum Qualifications:

(i)                   Master’s degree in a field relevant to the project such as gender studies, anthropology, sociology, and development studies or substantial practical experience in the field of gender equality in education

(ii)                  At least ten (10) years’ experience in implementing gender equality activities in education systems in the Pacific,

(iii)                 Proven experience in designing and delivering gender equality capacity building activities to a diverse range of stakeholders,

(iv)                 Experience in mainstreaming gender equality in activities related to education and infrastructure projects,

(v)                  Experience in monitoring and evaluating gender equality in education projects, and

(vi)                 Experience as a gender specialist on another ADB-funded project.

 Key Responsibilities:

  • Support the PMT, IA, VIT and subcontractors to implement GAP and gender elements of the DMF,
  • support the PMT, IA, VIT and subcontractors to deliver and promote gender equality outcomes,
  • support the PMT, IA, VIT and subcontractors in meeting gender target of the GAP and gender elements of the DMF,
  • assist the PMT, IA, VIT and subcontractors prepare reports on implementation of the GAP and gender elements of the DMF
  • support the delivery of the DMF in terms of instituting data disaggregation and its use for project effectiveness,
  • support the impact assessment work,
  • support the PSEAH Specialist and safeguarding work,
  • coordinate and promote across outputs to ensure mainstreaming of GESI,
  • provide input to the infrastructure designs to ensure that the designs are inclusive,
  • leverage consultations with women’s groups and other stakeholders to provide to encourage them to participate in the project where practical, for instance with promoting scholarships,
  • deliver gender awareness training
  • document and promote best practices from gender related activities of the project, and
  • provide timely inputs on gender related matters to the PMT Project Manager for preparing project reports.
