Context
The "Enhancing Protection and Justice for Vulnerable Children and Youth in Jordan" project, funded by the Swiss Agency for Development and Cooperation (SDC), operates across multiple locations in Jordan and aims to protect the rights and safety of vulnerable children and youth. The project provides specialized interventions and safe spaces for learning, innovation, and psychological support, while engaging parents to promote positive parenting and reduce intergenerational violence. The project targets 14,920 beneficiaries (70% Jordanians, 30% Syrians).
Mission
Under the supervision of the Project Manager, the Project Officer (PO) will be responsible for ensuring the timely and high-quality implementation of project activities, with a primary focus on data management, database collection, data entry, reporting, and analysis and project filed and administration work. The project aims to create a protective environment for the most vulnerable children and youth from refugee and host communities in Jordan, ensuring they enjoy their rights. The PO will collaborate with community-based organizations (CBOs) and national institutions to enhance access to child and gender-sensitive protective and justice services. This work will involve applying a socio-ecological approach across multiple levels, including direct work with children and youth, community engagement through CBOs, and coordination with governmental and non-governmental institutions at Training and Rehabilitation Centres (TRCs) and Protection Centres administered by the Ministry of Social Development (MoSD). The PO will ensure compliance with donor-related procedures and Terre des hommes’ (Tdh) internal processes, with specific tasks related to managing and entering data into databases, generating reports, and conducting data analysis to meet the project's objectives.
Following are the specific tasks that the PO will be assigned to accomplish:
Project Management and Implementation
• Lead the development and implementation of data entry and collection strategies to ensure data quality and security.
• Design and deploy data collection tools, while effectively coordinating field data collection activities.
• Perform comprehensive data analysis and prepare detailed reports related to the project database and training outcomes.
• Oversees and reviews the planning of activities that is developed by the partners and monitors the smooth and qualitative implementation of the activities on an inclusive, culturally appropriate and gender responsive manner, under the direct supervision of the Project Manager. The PO uses the Project follow up tool for the tracking of workplan and other department’s tools of coordination.
• Addresses challenges, solves problems and adjusts plans accordingly with documenting changes and looping the PM in a timely manner.
• Ensures the documentation of activities that include the means of verification, such as activity attendance, pre and post, which will support the PM in enriching the articulation of the activity and the intervention impact.
• Contribute to MEAL exercises, needs assessment, context analysis, post services monitoring and any other initiative aiming at assessing quality and accountability of the project.
• Ensures the mainstreaming of the TU’s recommendations into the activities and ensures that the partners staff are well capacitated to implement the project’s activities.
Partnership Oversight
• Collaborate with CBOs, the Tdh MEAL team, and the Technical Unit to plan capacity-building initiatives for local partners, including data entry, MEAL staff, and volunteers. Ensure that training needs are identified, addressed, and communicated to the Project Manager.
• Support the Project Manager by proactively identifying key stakeholders in the field of Child Protection (CP) and establishing professional relationships with them as needed.
• Ensures that local partners are trained and mainstream Tdh’s policies on Child Safeguarding and PSEA.
• Develop and implement robust data quality assurance standards and procedures, conducting regular checks and audits to maintain high data integrity.
• Identify and address data quality issues, implementing targeted improvement plans to ensure continuous enhancement of data accuracy.
• Ensure full compliance with data protection regulations in collaboration with the MEAL unit and under the supervision of the Project Manager.
• Oversee the management of project files and documentation, maintaining organized and up-to-date records.
• Update and refine project work plans, developing and utilizing effective tracking tools to monitor progress.
• Facilitate knowledge sharing and learning across the project team to promote continuous improvement and best practices.
Procurement and Financial Management
Child Safeguarding Policy- Safety and Security
S/he will have direct access to information, such as the general strategy of Tdh in Jordan, including programming objectives in the field, financial details, and security guidelines.
Other
This function requires possession of fundamental personal, social and leadership skills (CPSLs), technical and methodological skills (CTMs) In particular:
Specific knowledge
Expertise in data management, analysis, and quality assurance, with a focus on child protection and justice services. Knowledge of data protection, confidentiality, and compliance with donor and organizational procedures.
Training/Qualifications
Bachelor’s degree in a relevant field such as Business Administration, or Social Sciences. Advanced knowledge of data analysis tools and methods.
Experience
Minimum of 3 year of professional experience in a similar position
Translation
Proficiency in both Arabic and English, with the ability to translate documents and communications as needed.
Computer know-how
Advanced skills in MS Office, data management software (e.g., Excel, SPSS), project management tools, and data visualization platforms and facilitation skills will be an added.
