6. MARKET VALUE:$104,604-$135,987 equivalent to GS-14. Final compensation will be negotiated within the listed market value and will include Locality Pay for domestic USPSCs based on the location of the Official USAID Worksite, or the approved alternative worksite if approved for remote work. USPSCs performing overseas are not entitled to Locality Pay.

7. PLACE OF PERFORMANCE: Niamey, Niger with possible domestic and international travel up to 20 percent of the time as stated in the Statement of Duties. The contractor may be authorized to telework or remote work only from a location within the country of performance, in accordance with Mission policy. Telework or remote work from outside the country of performance may only be authorized in certain situations in accordance with the terms and conditions of the contract. There may be an initial training program in Washington, D.C., which will include formal classroom training and on-the-job training; and may include security training. Overseas USPSCs may be authorized to telework or remote work only from a location within the country of performance, in accordance with Mission policy. Telework or remote work from outside the country of performance may only be authorized in certain situations in accordance with the terms and conditions of the contract.

8. PERIOD OF PERFORMANCE: The base period will be for two years, estimated to start on January 15, 2025. Based on Agency need, the Contracting Officer may exercise (an) additional option period for three years for the date estimated as follows: Base Period: Option Period 1: January 15, 2025- January 14, 2027 January 15, 2027– January 14, 2030

9. ELIGIBLE OFFERORS: United States (U.S.) citizen– offshore or resident in Niger.

10. SECURITY LEVELREQUIRED: The successful offeror must obtain a U.S. Government Secret Clearance for U.S. citizens and a Facilities Access for Third Country Nationals.

Statement of Duties to be Performed

The SHAsupports the management and representation of the humanitarian portfolio for Niger. Reporting to the USAID/Niger/BHA Office Chief, the SHA will be responsible for program analysis and strategy development and work closely with the USAID/Niger staff, the United States (U.S.) Embassy, U.S. military representatives, and other United States Government (USG) interagency partners, other donors, Government of Niger officials, IOs, NGOs, and the UN, in responding to humanitarian needs and sudden-onset disasters. Because of the substantial coordination requirements of this position, an individual with a highly collaborative work style is necessary. The SHA must be prepared to function effectively in a challenging and restrictive work environment and be willing to strictly adhere to U.S. Embassy security guidelines. The SHAwill work under the direction of, or act as, the USAID/Niger/BHA Office Chief, in close coordination with the BHA Regional Office for West Africa (WARO) and the BHA team in Washington DC. Supervision may be required. The individual will perform the following duties:

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. Offerors who do not meet all of the education and experience factors are considered NOT qualified for the position.) This experience must include a Bachelor’s degree in any discipline and at least nine (9) years of work experience with a humanitarian or development focus. Experience must include three (3) years in international humanitarian assistance, emergency management, relief, DRR, post-emergency rehabilitation, recovery, or resilience. OR This experience must include a Master’s degree in a related discipline and at least seven (7) years of work experience with a humanitarian or development focus. Experience must include three (3) years in international humanitarian assistance, emergency management, relief, DRR, post-emergency rehabilitation, recovery, or resilience. In order to be successful in the SHA role, the candidate must have proficiency in verbal and written French language skills as French is the predominant working language used in Niger. Offerors’ resumes must clearly indicate that these minimum qualifications are met.

Experience that cannot be quantified will not be counted towards meeting the solicitation requirements. ● Ability to obtain and maintain a Secret clearance. ● Ability to obtain and maintain a Department of State medical clearance throughout the contract. ● Satisfactory verification of academic credentials.

BASIS OF RATING: Offerors who meet the Education/Experience requirements and Selection Factors will be further evaluated in accordance with the Offeror Rating System. Those offerors determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks. Offerors are required to address each factor of the Offeror Rating System in their resume, describing specifically and accurately what experience, training, education and/or awards they have received as it pertains to each factor.
