EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Support to Coordination of the EU Development Interventions in Nigeria", under the Framework Contract "SEA 2023 - Lot 9: Democracy, Human Rights, Rule of law, Gender Equality and Human Rights Based approach

General objective

The overall objective is to support the FMBEP in strengthening existing capacities for coordination of the EU development interventions in Nigeria. Given the limited budgetary resources in carrying out the key mandates of the EU Unit of the FMBEP relevant to effective implementation of the EU-MIP for Nigeria, it is pertinent to support key activities. This objective is complementary to the economic blueprint of the current Administration, i.e the Medium Term Plans of the Nigerian Agenda 2050 are also critical in meeting the targets of the Sustainable Development Goals (SDGs).

The timing of the action is therefore relevant for facilitation the implementation of the recommendation from the review of the National Development Plan (NDP) and MIP. The proposed activities for this action will support all the thematic sectors and actions of the EU-MIP 2021-2027.

 

Specific objective(s)

The specific objectives are to:

  • Result 1: Strengthen understanding and the capacities of key actors involved in supporting the new modalities for implementation of the EU funded interventions programmes (national and regional).
  • Result 2: Strengthen administrative systems, structures and capacity to monitor, evaluate, coordinate and report on the EU development assistance are in place.

For this assignment, one individual expert must be proposed for each position.

The expertise required for the implementation of the specific contract is detailed below.

Advisor the UE Unit within the FMBEP (65 w/d):

General description of the position:

The Key Expert will support the Ministry of Planning in achieving two key objectives: Strengthening the understanding and capacities of key actors involved in the application of new modalities for the implementation of EU-funded interventions at both national and regional levels. Enhancing the Ministry's administrative systems, structures, and capacity to effectively monitor, evaluate, coordinate, and report on EU development assistance. This role is crucial in ensuring that the Ministry of Planning can effectively utilise EU development assistance, leading to sustainable development outcomes for Nigeria. The expert will play a pivotal role in accompanying the Ministry's capacity to manage and implement these interventions, ensuring alignment with the Country's development plan.

  • Place of Performance - Cat. II (>6 years of experience)

Qualifications and skills required:

  • A degree in public administration, development studies, international relations, economics, or a related field.
  • Demonstrated team management abilities with experience in leading multi-disciplinary teams.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with senior government officials, and other stakeholders as well as ability to facilitate discussions.
  • Demonstrate abilities to guide and organise workplan

General professional experience:

  • Experience in Development Cooperation: At least 6 years of professional experience in international development cooperation, with a focus on governance, public sector reform, or capacity building.
  • Experience with Public Administration: At least 1 experience working with or within public administration, particularly in policy implementation, public sector reform, or institutional capacity building.
  • Understanding of EU procedures: At least 2 years of specific experience working on EU-funded interventions, with a solid understanding of EU procedures, modalities, and requirements including in-depth knowledge of EU development policies. This includes good understanding of private sector dynamics and leveraging innovative financing for development.

Specific professional experience:

  • Capacity Building Expertise: Demonstrated Minimum of 2 relevant experiences in designing and delivering capacity-building programs aimed at strengthening institutional frameworks and administrative systems
  • Monitoring and Evaluation Expertise: Proven experience in developing and implementing monitoring and evaluation frameworks for development projects, with a focus on results-based management.
  • Experience in Government Advisory: Experience providing advisory services to government ministries or agencies on public administration, policy implementation, or donor coordination.
  • Regional Experience: Experience working in Nigeria, in particular with the Nigerian civil service Knowledge of EU Development Policies: In-depth knowledge of EU development policies, particularly in the context of external aid and international cooperation. This includes good understanding of private sector dynamics and levering financing for development.

Language skills:

  • Fluency in English is required.

Number of working days:

  • 65 days

Additional information:

The existing Ministry's team is relatively experienced and has benefited from past NAO support. Thus, the role of the team on this assignment will be more of an advisory role to consolidate those achievements and facilitate the organisation and participation of the EU Unit to the different forum. It will also help formalise processes such as reporting and follow up on key activities outcomes and recommendations. Therefore, the Team is not expected to be working full time with the team but more on a period basics to review and guide process over a period of one year.
