Senior Expert - Team Leader: (120 w/d)

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Support to EU Delegation in Uzbekistan with Strategic Communication Actions", under the Framework Contract "SEA 2023 - Lot 9: Democracy, Human Rights, Rule of law, Gender Equality and Human Rights Based approach"

Services Location: Uzbekistan

Start date: January 13, 2025

Duration: 36 months

Global objective

To position the EU as a partner of reference for the Republic of Uzbekistan and its people, including political and development cooperation priorities relevant to the concerns and interests of people in the country.

Specific objective

To measurably increase the awareness, understanding and perception of the EU and its partnership with the country, among key target audiences.

Expertise

For this assignment, one individual expert must be proposed for each position.

The expertise required for the implementation of the specific contract is detailed below.

Senior Expert - Team Leader:

General description of the position:

• The Contractor should designate a senior manager who will be responsible for conceptualisation, planning and implementation of all activities and deliverables (all outputs under the contract) as well as quality control, under the guidance of the EU Delegation.
• The Team Leader is expected to create and ensure teamwork and synergies and provide strategical guidance and coordination.

Expert category:

• Category I (at least 10 years post graduate of experience)

Qualifications and skills required:

• Master's degree in Social Sciences, Media, Mass Communication, Public Relations, Journalism, Political Sciences, International Relations, Marketing or related field at master equivalent or above.
• In the absence of a masters' degree, he/she should have at least a Bachelor's degree in the disciplines above and an additional 2 years of the general professional experience.

General professional experience:

• Minimum of 10 years relevant professional experience in the fields of communication, public relations, issue policy advocacy marketing or related.

Specific professional experience:

• 5 years of experience in media, communications and or marketing at managerial level Team management of minimum 3 information or communication projects/contracts/assignments aimed at general public (e.g., communication, public awareness campaigns, issue/policy advocacy) over the last 10 years.
• Specific experience with communications and visibility for international organisations and/or EU Institutions and / or Member States is an asset.
• Proven experience in strategic communication (identification and/or management) is an asset.
• Experience working in/on Uzbekistan is an asset.

Language skills:

• Excellent knowledge of English both written and spoken.
• Good knowledge of Russian and/or Uzbek is required.

Number of working days:

• 120 days

Additional information:

• Team Leader will be the main contact point and reporting authority for the EU Delegation on this project.
