Functional responsibilities

 

Summary of Key Functions

Programme Management Support

  • Develop the HR recruitment plans for the NDC Partnership in collaboration with programme managers and team leads.

  • Support the Senior Programme Manager to identify staffing needs based on programme objectives and timelines.

  • Prioritize recruitment activities to align with project milestones and deliverables.

  • Support in the initial screening of candidates based on TOR criteria when necessary.

  • Provide input on assessment methods and interview questions relevant to NDC Partnership positions.

  • Participate in selection panels as a programme representative if required.

  • Ensure that all recruitment activities support the overall strategy and objectives of the NDC Partnership.

  • Stay informed about strategic programme developments to anticipate future staffing needs.

  • Provide insights on workforce planning to enhance programme effectiveness.

  • Manage the overall cycle of the NDC Partnership Window 1 and Facilitation Support to deploy in-country facilitators and embedded advisors to support country needs efficiently.

  • Deliver comprehensive onboarding sessions to newly recruited NDC Partnership personnel. These sessions will cover key aspects such as roles and responsibilities, reporting requirements, payment procedures, and familiarization with organizational systems and processes.

  • Support Programme Management Specialist in managing HR risks, identifying potential HR-related challenges and proposing mitigation strategies.

Outreach for Inclusive and Effective Recruitment

  • Under the guidance of the Support Unit Management, lead on the development of the NDC Partnership outreach and talent acquisition strategies tailored to the global, regional and country contexts. Identify key talent areas and provide coherent, well-developed strategies and plans for obtaining, developing, managing and retaining critical talent.

  • Post the job vacancies on a variety of NDC Partnership networks around the world to maximize visibility and reach diverse talent pools in individual countries and global/regional positions.

  • Collaborate with in-country teams, universities, and professional organizations to target specific demographics or expertise relevant to the vacancy, ensuring outreach to qualified candidates.

  • Promote the vacancy across social media channels and encourage employees to share within their networks, amplifying outreach through both personal and organizational connections

  • Provide training and feedback for the Support Unit hiring managers and beyond with regards to hiring modalities of the Support Unit and thereby contribute to organizational excellence and efficiency.

  • Work closely with the Senior Programme Manager and in close coordination with the Chief of Staff of the Support Unit to promote psychological safety and staff well being

Preparation of Terms of Reference (TOR):

  • Support hiring managers to draft comprehensive TORs for new and existing positions within the NDC Partnership, ensuring clarity of role expectations and requirements.

  • Collaborate with technical teams to accurately reflect the competencies and qualifications needed.

  • Ensure TORs adhere to organizational policies and reflect NDC Partnership strategic goals.

Collaboration and Coordination:

  • Work closely with the UNOPS HR teams to facilitate the smooth transition of TORs for classification and advertisement.

  • Coordinate with internal stakeholders to gather input and feedback on role requirements.

  • As needed, support programing of Development Partner funds.

  • Support programming of Development Partner funds as needed.

  • Act as the main liaison between the NDC Partnership programme and UNOPS HR teams regarding HR and recruitment matter

Education/Experience/Language requirements



Education

  • Advanced University degree in Human Resources management, Business Administration, social or behavioral sciences.
  • Or a First University degree in Human Resources management or related fields combined with 4 years of relevant experience.
 

Experience

  • At least two years of professional project/programme/portfolio management support in areas such as HR processes including administration, contract management, reporting, recruitment, outreach and/or onboarding within an international, public or corporate organization, is required.

  • Experience in multicultural settings is preferable.

  • UN system experience, especially with UNOPS, is desirable.

  • Experience in managing transactional projects is an asset.


Language
  • Fluency in English is required.

  • Working knowledge of another official UN language is desirable
