Functional responsibilities

The focus will be on expanding entry points with the following key Ministries, as per the EAPMCO strategy: Ministry of Public Works, Ministry of Natural Resources and Environment, Ministry of Planning and Investment, Ministry of Agriculture and Forests, Ministry of Education, which have all expressed an interest in building collaborations with UNOPS.

Specific duties and responsibilities include the following:

  • Provide the Head of Partnerships with best strategies for the alignment of business development opportunities with EAPMCOs business development plan for Lao PDR, vis a vis the Government

  • Provide the Head of Partnerships with entry points to deepen UNOPS relationships with the Lao PDR ministries listed above.

  • Provide to UNOPS senior management in the EAPMCO opportunities for engagement with Ministries, donors, private sector and IFIs.

  • Support the Head of Partnerships on operationalization strategies for business development and opportunity identification for potential new programmatic activities with the Government of Lao PDR in accordance with UNOPS’ business processes

  • Support EAPMCO project development activities from project identification through to project award

  • Contribute to coordinating and communicating with other stakeholders with a specific focus on managing relationships with Government entities in Lao PDR,

  • Provide advice and support on any new initiatives by securing Government buy-in, support and provide advice to EAPMCO on strategies for obtaining support for programme development.

Expected period of Assignment:

The Specialist shall perform services on a need basis with inputs provided on a needs basis as agreed with the Head of Partnerships.

Deliverables and Timeframe

The Specialist will report to the Head of Partnerships on a regular basis. One Technical Progress Report (TPR) that outlines the assistance provided by the Specialist against his/her activities and outputs is required when submitting the COP.

The TPR shall include analyses, findings, conclusions and recommendations of the Advisor’s technical work in the form of reports, papers, slide presentations etc as agreed with the Manager.

Monitoring and Progress Controls

The performance of the Specialist will be reviewed by the supervisor.

Education/Experience/Language requirements

Education:

  • Advanced University Degree (Master’s Degree or equivalent) in Project Management, Social Sciences, Administration, Humanities, Engineering or related field is required.
  • First level university degree (Bachelor's or equivalent) with additional two (2) years of relevant experience may be accepted in lieu of advanced degree in the relevant field.


Experience:

  • Minimum five (5) years of experience: in project or programme management, coordination, development, or administration, strategic planning and management, strategic liaison, donor or partners coordination or related area in combination with an advanced degree is required.
  • Within relevant experience, at least three (3) years’ experience working in an international organization is required.
  • Within relevant experience at least two (2) years’ experience in a senior management or advisory role is an asset.
  • Experience implementing strategic guidance on behalf of high-level officials is desired.
  • Experience in developing countries is an asset.
  • Experience in planning and applying Health & Safety procedures is an asset.
  • Prior experience in Lao is preferred.
  • Prior experience working in UN agencies and/or UNOPS is an asset.


Languages:

  • Full working Knowledge of English is required.
