Overview: DT Global is seeking a Deputy Chief of Party, Programs (DCOP-P) for an anticipated USAID/South Sudan-funded Peacebuilding and Independent Media (PBIM) activity. The anticipated activity aims to resolve ongoing communal conflicts to reduce violence and build a sustainable peace by addressing the underlying causes of conflict, promoting reconciliation, and supporting the development of inclusive and resilient communities. The activity will target conflict-affected communities across the hot spots with a focus on women, youth, people with disabilities, refugees, internally displaced persons (IDPs), returnees, ethnic minorities and key stakeholders in communities such as traditional leaders, civil society organizations, and religious leaders.

The DCOP-P is responsible for all programmatic aspects of the contract and for supporting the Chief of Party (COP) in managing and overseeing the technical and budgetary aspects of the program. The DCOP-P supervises grant activity planning, development, and implementation; assists the COP to ensure appropriate grant oversight, grant worthiness, monitoring, evaluation, and close out. The DCOP-P leads, mentors, trains, and builds the capacity of the program team. The DCOP-P will report to the COP. Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to USAID approval.

Primary Responsibilities:

  • Ensures that procedures are updated and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.
  • Serves as champion for capacity building of national staff to ensure implementation of strong ethos for the personal and professional development of all staff.
  • Oversees the cross-cutting technical activities to ensure cohesive complementarity and successful achievement of program Workplan projections and Monitoring, Evaluation and Learning (MEL) requirements.
  • Directly supervises regional program teams to ensure field office management, standards for security, operations, finance, and implementation are adhered to.
  • Oversees Activity reporting and amplification of Activity successes, ensures that standards for documentation, reporting, database management, and analysis are adhered to.
  • Manages the overall program and grant activity budgets.
  • Serves as the primary point of contact for the COP and USAID for current information about all ongoing and completed activities and context updates.  Coordinates with USAID offices and other Implementing Partners (IPs) to ensure efficient coordination and collaboration when applicable.
  • Contributes to the development of program deliverables.
  • Perform other duties as required by the Chief of Party.

Qualifications:

  • Bachelor’s degree in a relevant field required, Master's degree in relevant field preferred.
  • At least seven years of relevant experience required, including supervisory experience.
  • Experience implementing in East Africa / Horn of Africa. Field experience working in South Sudan highly preferred.
  • In-depth knowledge and understanding of South Sudan’s history, culture, politics, regional role, and current events.
  • Strong experience managing stabilization / peace building programs in a post-conflict and/or transition setting.
  • Demonstrated experience in the planning, development, and implementation of various USAID grant mechanisms.
  • Financial management experience, including program and project / activity budgeting.
  • Experience working on high-pressure/high-visibility activities. This includes rapid turnaround of materials, talking points, data, and being prepared to speak articulately on the project with a moment's notice.
  • Experience leading research and context analysis, including analyzing findings and applying the findings to small grant activities and program strategy.
  • Experience managing diverse program teams, often remotely. This should include training, mentoring, and capacity building of senior staff.
  • Strong interpersonal skills to interact with South Sudanese counterparts, other donor-funded projects, and parties interested in or affected by program interventions.
  • Demonstrated ability for developing and sustaining relationships with USAID counterparts and clearly elucidating program strategy and programmatic information.
  • Demonstrated ability to communicate effectively in English, both verbally and in writing is necessary.
  • Ability/willingness to travel throughout South Sudan to support teams on a regular basis.
