Functional responsibilities
The functions/duties/key results of the assignment
The incumbent will operate under the direct supervision of Project Managers, Head of Programmes, Programme Management Advisor or their assignees, and in close coordination with the Programme and Partnerships teams, providing technical expertise to support electrical and solar system design preparation/overseeing, works supervision, and documentation tasks. Responsibilities include ensuring high-quality design documentation, effectiveness, transparency, and integrity, as well as ensuring that site work complies with technical requirements, specifications, timelines, budget constraints, and HSSE standards. The incumbent will utilize specialized Electrical Engineering software and applications.
Primary Responsibilities Include:
1. Design and Documentation Support
Participate in preparing needs assessments for buildings and infrastructure, focusing on electrical and solar energy systems, producing detailed reports.
Contribute to the preparation and review of electrical and solar energy system design components for projects.
Support in developing and reviewing Terms of Reference (ToRs), technical specifications, scopes of work, bills of quantities (BoQs), cost estimations, design calculations, and drawings.
Assist in preparing tender documents for consultancy, supply, and construction works, contributing to the evaluation of proposals.
Conduct technical reviews of electrical and solar energy designs to ensure compliance with project requirements and applicable international standards.
2. Works Execution Coordination Support
Collaborate with project team members to support project planning, scheduling, and integrated design development.
Conduct site inspection visits and support in preparing detailed site visit reports, noting progress, issues, and photographic documentation (Before, during, and after), along with lessons learned.
Support in overseeing contract deliverables, ensuring they align with contract terms, high international standards, and UNOPS requirements.
Participate in coordinating system testing, commissioning, training, and final handover to Beneficiaries.
3. Monitoring and Progress Controls
Support in ensuring contractors’ compliance with Quality Management Plan, Health, Safety, Social, and Environmental (HSSE) plans, and international best practices.
Participate in coordinating and documenting meetings with contractors, technical supervisors, and other stakeholders, contributing to the preparation of meeting minutes for project-related discussions.
Monitor and review project progress, ensuring that works are executed on schedule and within budget, while adhering to agreed-upon quality standards.
4. Technical Review and Quality Assurance
Support in preparing/reviewing comprehensive design documentation, including design briefs, reports, calculations, drawings, specifications, and schedules in accordance with Beneficiary requirements and international standards.
Assist in reviewing civil design accuracy, suitability, and potential improvements, offering practical solutions where applicable.
Support in ensuring all tasks meet applicable Quality Management Plan (QMP) and Quality Control (QC) standards.
Produce/review high-quality AutoCAD drawings and maintain accurate site records for all memos, instructions, and materials.
5. Administrative and Documentation Tasks
Assist in archiving and managing design and engineering documentation related to electrical and solar energy systems.
Contribute to maintaining organized records, ensuring timely scheduling, and tracking of project tasks.
Support in preparing periodic progress reports (daily, weekly, and monthly) highlighting work achievements, challenges, and recommendations.
The incumbent may be assigned additional relevant tasks as necessary to support project objectives and organizational goals.
Final Product
Deliver delegated tasks by the supervisor on time and as per the required cost and quality parameters. Ensure that projects design and construction are prepared and performed with high quality, while observing the applicable local, international and UN standards and ensure adherence to relevant Health, Safety, Security and Environmental procedures and Protection against Sexual Exploitation Abuse and Harassment- PSEAH measures are implemented throughout the project implementation, as per the country PSEAH action plan
Education/Experience/Language requirements
Education
A Bachelor's degree in Electrical Engineering or related discipline from a recognized university is required.
Membership in the Lebanese Order of Engineers (Beirut or Tripoli) is mandatory.
Possession of Project Management Certificates is an asset.
Work Experience
A minimum of two years of experience in the design or supervision of electrical systems works is required.
Experience in designing solar photovoltaic (PV) systems, including related electrical components, is required.
Proficiency in “AutoCAD” is required.
Demonstrated ability to use MS Office Suite (Excel, Word, PowerPoint, etc.) is highly desirable.
Experience in scheduling software, particularly Primavera and/or MS Project, is highly desirable.
Work experience with an international organization and/or UN Agencies is highly regarded.
Certifications (Desirable)
The below certificates are highly desirable:
PVsyst, ETAP, or similar software
Certified Solar Professional (CSP).
Photovoltaic (PV) Installation Professional Certification.
Certified Renewable Energy Professional (REP).
Languages
Fluency and communication skills in English and Arabic are required.
Working knowledge of the French Language is an asset.
