Description

Social and affordable housing advisory support to 5 Croatian cities 

The overall objective of this assignment (the “Assignment”) is to provide support to the local authorities of Zagreb, Split, Rijeka, Osijek and Varazdin (the “Beneficiaries”) for the development of their affordable and social housing sector.

The Assignment will include the analysis of the guidelines set out by the National Housing Policy Plan until 2030 that are relevant for the development of affordable housing in large cities.

The Assignment involves the identification of relevant project implementation models and the assessment of their applicability in the Croatian urban social and affordable housing context. The objective is to propose new project implementation models that complement existing national programs (such as the State-subsidized housing construction programme -POS) and city programs.

Team Leader (Category I)

Qualifications:

  •        At least a Bachelor’s Degree in a relevant field for the Assignment such as economics, finance, public administration (minimum requirement).
  •     A Master’s Degree would be an advantage.

General professional experience:

  •     At least 15 years of general professional experience in Urban and regional development (minimum requirement).

Specific professional experience:

  •    At least 7 years of advisory or delivery experience on comparable, related or relevant social infrastructure and/or service delivery, encompassing any of  upstream project preparation, procurement and/or implementation (Minimum requirement).
  • Specific knowledge and experience of public (social/affordable) housing/apartment, of the funding and financing of such projects infrastructure as demonstrated by the expert’s involvement in at least 3 relevant projects (Minimum requirement).
  • Experience of coordinating a multi-disciplinary team in at least 5 assignments related to analysis of investment projects within the past 10 years (Advantage).
  • Experience of identifying challenges and developing solutions specific to these project types, as demonstrated by the expert’s involvement in public housing/apartment projects (Advantage).

Language and other Skills:

Fluency in both Croatian and English languages (CEFR C1) is mandatory
