Pomilio Blumm is scouting for a Team Leader for the organization and development of a communication framework under the tender “Together we are Europe – Enhancing awareness of EU assistance in Ukraine and its impact 2025-2027” issued by the EU Delegation to Ukraine.
Here below the description for the Team Leader position.
Key expert I: Team Leader
The Team Leader will be responsible for the overall planning, coordination and implementation of the Action, and will ensure the achievement of the Action’s expected results.
Qualifications and skills:
• Q1: Master’s degree, or equivalent, or 5 years of university studies, in the following fields: communication, public relations, journalisms, arts, management, and marketing.
A Master’s degree, or equivalent, or 5 years of university studies, in other areas, together with minimum 5 years of professional experience directly related to the field of communications, marketing, advertising or public relations and in addition to years required under the general professional experience (G1), can also be accepted.
General professional experience:
• G1: minimum 10, but preferably 15 years of professional experience in the fields of communications, marketing, advertising or public relations. Experience beyond 15 years will be accepted but will not represent an asset during the evaluation.
Specific professional experience:
• S1: minimum 5 years of professional experience in delivering services related to the contract.
• S2: minimum 2 years of professional experience as Team Leader within the EU or other donor-funded projects is considered an asset.
• S3: minimum 2 years of professional experience as head or senior manager within a communication or advertising or public relations company is considered an asset.
• S4: minimum 2 years of professional experience in Ukraine or other countries of the Eastern
European Neighbourhood region in the area of communication, marketing or advertising is considered an asset
The position requires a full-time effort, with the operational base for the project in Kyiv. However, the project may partly operate from other locations, including outside of Ukraine, if this is necessary for security reasons.
The intended start date for the project is 18/05/2025 (indicatively) and the period of implementation of the contract is 30 months from this date.
