Proposal Objective:

SI is pursuing the anticipated five-year USAID/Egypt Evaluation Management Activity (EMA). The purpose of the Activity is to provide evaluation and learning support services for USAID/Egypt and implementing partners (IPs) staff. The activity will provide technical services for USAID/Egypt to conduct evaluations. While implementing services under the contract, the Mission will adopt best practices to ensure that evaluations are focused, and staff are able to use and learn from evaluation findings.

Position Summary:

Social Impact is seeking a full-time Evaluation Lead to oversee and lead tailored, utilization-focused, high quality, rigorous evaluations (including performance, developmental, and impact evaluations) that generate empirical evidence and strengthen programming, activity design, and strategy. This will be a full-time position for the anticipated period of performance, contingent upon contract award. Anticipated award is September/October 2025.

Responsibilities:

  • Provide leadership and guidance on the evaluation component in conjunction with relevant project and USAID staff.  Supervise and mentor evaluation specialists under the component.
  • Oversee evaluations throughout the life of the activity, including evaluation design, data collection, analysis and production of deliverables. 
  • Coordinate proactively with USAID/Egypt staff, the Government of Egypt, SI-headquarters staff, and implementing partners to implement evaluations and analysis activities, from the scope of work (SOW) and design phases through data collection, analysis, reporting, dissemination, and utilization.
  • Responsible for ensuring the quality of all final deliverables from evaluations, surveys, and other requested.
  • Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise. Address any performance issues that may arise.
  • Ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to improve upon and bring new innovations to the Mission’s programmatic work in Egypt.

Qualifications:

  • Master’s degree in the field of international development, political science, statistics, social sciences, or related field.
  • Minimum of eight years of professional experience in the design, management, and implementation of evaluations and/or research in the international development sector. Egypt experience in this capacity is preferred.
  • Previous experience supporting USAID-funded contracts in a similar capacity.
  • Proven skills in evaluation design, quantitative and qualitative data collection methods, and rigorous data triangulation and analysis.
  • Experience drafting and finalizing evaluation reports.
  • Experience serving in relevant evaluation positions (e.g., Evaluation Team Lead, Senior Evaluation Specialist, etc.), preferably in Egypt and/or the Middle-East and North Africa (MENA) region.
  • Experience participating and/or overseeing evaluations in a variety of development sectors.
  • Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
  • Demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of Egypt.
  • Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects preferred.
  • Excellent oral and written English required; Fluency in Arabic required.
