TECHNICAL ASSISTANCE (TA) TO PNG PORTS CORPORATION LIMITED FOR IMPLEMENTATION OF THE UPGRADE OF RABAUL PORT TO BECOME A GREEN PORT

The main objective of this Technical Assistance (TA) is to provide a technical assistance to the Project Management Unit (PMU) in PNGPCL in charge of the implementation & monitoring of the Project and to improve technical, financial and project management skills, particularly in respect of environmental and social (E&S) management skills, and green port aspects.

The intended start date is May 2025 and the total period of implementation of the contract will be 48 months from this date. 

We are looking for a KE2 Environmental and Social Expert. The input will be 36 work months and the Expert shall be full-time in-country based at PNGPCL Office in Port Moresby.

Requirements:

Demonstrated expertise in environmental and social safeguards implementation, with a focus on infrastructure projects. Demonstrated familiarity with World Bank/IFC or Asian Development Bank Environmental and Social standards is essential.

  • Experience on supervision and audit of HSE (Health, Safety, and Environment) policies;
  • Knowledge on ISO standards, especially ISO 14001 and 45001.
  • Proven experience in capacity building and compliance with applicable environmental standards and regulations;
  • At least three proven experiences in the port sector, as well as with dredging projects and rehabilitation works, with at least 15 years of experience on the sector. The expert shall have demonstrated expertise in IMO standards, including those of the SOLAS and MARPOL conventions.
  • Experience in stakeholder engagement and resolving environmental and social issues related to construction works.
  • Proven ability to mentor and build capacity within project teams, especially in developing countries.
  • Knowledge of the regulatory and institutional framework in PNG and the Pacific region.
