Overall Objective of the Technical Assistance
The overall objective (Impact) to which this action contributes is: to deepen the EU's trade and economic ties with Taiwan, notably by promoting the EU regulatory regime, reducing barriers to market access and investment, enhancing industrial cooperation, and addressing global challenges such as climate change and supply chain security.

Specific objective(s) of the Technical Assistance
The specific objectives (Outcomes) of this contract are as follows:
• Specific objective (Outcome) 1: To enhance awareness and understanding of the EU regulatory regime, and promote regulatory alignment. This will improve market access and the operating environment for European investors.
• Specific objective (Outcome) 2: To promote the EU investment environment and attract Taiwanese investment into the EU, and enhance industrial cooperation between the EU and Taiwan.
• Specific objective (Outcome) 3: To enhance knowledge on EU-Taiwan trade and investment trends, and on priority policy sectors in Taiwan.
• Specific objective (Outcome) 4: To enhance understanding of the EU in Taiwan.

Location
Activities will be carried out in Taiwan, including cities other than Taipei.
The Team leader shall be based in Taiwan at least for 200 working days throughout the whole duration of the programme (i.e. over 48 months) in accordance with the relevant domestic legislation.

Start date & period of implementation of tasks
The intended start date is July 2025 and the period of implementation of the contract will be 48 months from this date. 

EXPECTED PROFILE

Qualifications and skills

  • University degree at master's level (or equivalent) in a discipline relevant to the scope of the assignment;
  • Excellent communication skills to be able to communicate convincingly with a wide range of contacts, including proven strong public speaking and presentation skills;
  • Strong diplomatic skills and capacity to deal with politically sensitive issues;
  • Strong people management skills to be able to lead, coach and motivate a multi-cultural team of experts to deliver the required results;
  • Strong analytical and computer literacy skills;
  • High proficiency of Taiwanese Mandarin and English.

General professional experience

  • Minimum 10 years of general professional experience;
  • At least 5 years of working experience in project, people, and resources management in an international context.

Specific professional experience

  • Minimum 3 years of specific professional experience (included in the 10 years of general professional experience) in trade, private sector and business development, preferably in sustainable development/green business/low carbon technologies.
  • Proven experience in project management;
  • Proven experience in international economic cooperation;
  • Good knowledge of European private sector stakeholders in the field of trade, and technologies sector;
  • Working experience of at least 3 years in Taiwan is a pre-requisite.
