More specifically, the HSSE Officer will be responsible for the following substantive tasks:

Ensure compliance with local & international safety regulations.

Develop & implement safety training programs for all workers.
-
Advise & instruct project staff, contractors, consultants & other stakeholders on various safety, health, social & environmental related matters related to project implementation.

Support the Civil Engineer in raising awareness on health & safety issues among project staff, consultants, contractors & other stakeholders & within our clients operations in general, working closely with all related sections.

Support risk assessment & enforce preventative measures on HSSE.

Support, organize & conduct HSSE training for contractors, consultants & other stakeholders.

Organize & deliver HSSE training sessions for contractors & site personnel.
-
Review & ensure the adequacy of emergency response plans related to contractor activities.

Conduct drills & simulations to test emergency preparedness.
-
Oversee installations, maintenance processes & disposal of substances, plant & equipment etc., to ensure they are done in conformity with applicable laws & industry best practice.

Support the investigation of incidents (including near misses) to determine the cause & to propose improvements to processes in the future.

Prepare reports on incidents (including near misses) & support the compilation of statistical information to present to upper management on HSSE matters.

Ensure a safe workplace environment is maintained at all times without risk to health & safety of everyone including contractors’ workers,, other stakeholders & the general public.

Ensure the contractor meets its statutory obligations in all areas pertaining to health, safety & welfare at work, including statutory training & reporting.

Coordinate with contractors to ensure they meet HSSE requirements.

Facilitate communication between management, workers & contractors regarding HSSE issues.

Keep records of safety training, incidents & inspections.
-
Promote a culture of safety & environmental awareness among all site personnel.

Ensure that safety inspections, risk assessments, working procedures are managed, contractors & employees are aware of their responsibilities in relation to health & safety issues.

Ensure full, accurate health & safety training records are documented.

Establish a full process for documented HSSE inspections, forms, audits & checks.

Conduct a structured programme of health & safety training (including a well developed induction program) for project staff, contractors, consultants & other stakeholders.

Provide administrative coordination & process coordination for the HSSE committee, manage & devise the agenda for, chair & formulate & distribute minutes for the health & safety committee meetings.

Keep up to date with all aspects of relevant health, safety & welfare at work legislation & communicate relevant changes to the stakeholders.

Provide regular reports to the Project Manager on relevant health & safety activities.

Participate in regular site meetings to report on relevant health & safety matters & to provide necessary advice.
