Project Overview:

This project aims to manage and develop a dedicated Suai Supply Base, through a Design-Build and Finance contract. The Supervision works of SSB design build contract will provide specialized project management advice and expertise in the development of onshore and offshore works for the project. 

We are currently seeking an experienced Resident Engineer with a minimum of 20 years' post-graduate experience to join our team in the region. The ideal candidate will bring proven leadership in the delivery of complex infrastructure projects and be responsible for the supervision of the progress and compliance of works with the DBF contract, technical specifications and the approved detailed design. This is a unique opportunity to be part of a transformative infrastructure project with significant national impact and the chance to build lasting capacity within a growing infrastructure programme in Southeast Asia.

Main Duties and Responsibilities:

  •  Act as the client’s on-site technical representative throughout the construction phase of the project.
  • Monitor and supervise all marine and civil works, including quay walls, breakwaters, dredging, piling, reclamation, utility installation, and port facilities.
  • Review and approve method statements, work programs, construction drawings, and material submittals.
  •  Ensure all works are performed in accordance with approved designs, contract documents, and international standards
  • Oversee implementation of quality assurance/quality control (QA/QC) procedures, conduct inspections, and witness testing.
  • Monitor health, safety, and environmental (HSE) compliance on site and report non-compliances to the HSE officer and client.
  • Maintain daily site records, progress reports, site instructions, and photographic documentation.
  • Support resolution of technical or design issues arising during construction, liaising with the design team and client as necessary.
  • Verify contractor progress for interim payments and assist with claims, change orders, and variation assessments.
  • Attend and participate in site coordination and progress meetings with stakeholders.
  • Support the final inspection, snagging, and handover process, ensuring as-built drawings and O&M manuals are submitted.;
  • Maintaining a culture of continuous improvement across all aspects of the working environment and projects;
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves.
  • Perform other such duties as may be reasonably required.

Knowledge, Skills and Experience Required:

 

  • Minimum of 20 years of increasingly responsible experience,
  • At least 10 years related to supply bases, jetties, breakwater or marine construction;
  • Previous experience in a similar capacity on at least 3 (three) supply bases or port construction projects of similar nature with each project of 100 (one hundred) million USD or more construction cost.
  • Relevant international experience and working experience of at least 3 (three) years in developing countries.
  • Minimum of BSc in Civil, Marine, Structural, or Port Engineering (Master’s preferred);
  • Proven experience with international infrastructure projects (FIDIC-based preferred);
  • Familiarity with DBF/PPP project delivery models;
  • Strong technical understanding of marine structures, heavy civil works, and construction materials;
  • Excellent communication and report-writing skills;
  • Strong problem-solving and decision-making abilities in high-pressure environments;
  • Proficiency in MS Office and engineering tools (AutoCAD, MS Project, etc.);
  • Fluency in English; Portuguese or Tetum is a plus;
  • Willingness to be based full-time at the project site in Timor-Leste;
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team;
  • Knowledge of local construction practices and labor conditions in Southeast Asia desirable;
  • Strong cultural awareness and understanding of working in developing countries;
