OCA Global CTA is looking for SPS senior experts for a project in Ukraine focused on food safety, animal health and welfare, and phytosanitary standards.

The main objective of the project is to support the Government of Ukraine in aligning itself with the EU acquis on food safety, animal health and welfare, and phytosanitary standards will strengthen Ukraine's capacity to design and implement key reforms and improve the effectiveness of its services, regulatory controls, and infrastructure, thereby ensuring gradual compliance with EU and international standard.

In this relation we are looking for the following profiles:

  • Team Leader (Master's Degree or equivalent in medicine, animal husbandry, biology, veterinary science, zoology, or agricultural science, or other relevant discipline, or at least 10 years of professional experience in these areas)
  • Veterinary/Animal Health Expert (Master's Degree or equivalent in veterinary medicine or veterinary science, medicine, animal husbandry, biology, zoology, or agricultural science or other relevant discipline, or at least 10 years of professional experience in these areas)
  • Phytosanitary/Plant Health Expert (Master’s Degree or equivalent in agronomy, plant health, agricultural science, biology or other relevant discipline, or at least 10 years of professional experience in these areas
  • Food Safety Expert (Master’s Degree or equivalent in food science, food safety, public health, biology, veterinary or agricultural science or other relevant discipline, or at least 10 years of professional experience in these areas
  • Legal Expert, specialized in the areas addressed by Chapter 12 of the EU acquis. (Master’s Degree or equivalent in Law, International Trade Law, Food Law, or other relevant discipline, or at least 10 years of professional experience in these areas)

All experts must have a minimum of 10 years of recent experience in the design or implementation of animal health policies in the European Union or in EU candidate or potential candidate countries. They must also possess practical expertise in risk management relevant to their field, along with a strong understanding of international standards and best practices, including inspection, testing, surveillance, and treatment procedures. Preferably, candidates should also have experience working in countries covered by the ENI, ENPI, IPA, or PHARE Regulations.

For the Team Leader position the expert must have participated as a Team Leader in at least two international projects, each lasting a minimum of 12 months, within the scope of supporting the development and reform of sanitary and phytosanitary institutions and supervisory bodies.

All experts must be fluent in English, written and spoken. Knowledge of Ukrainian or Russian language will be an asset.
