Overview of position

Background & context:

  • Our client is planning to rehabilitate, reconstruct & operationalize the Aden fishing harbour facilities, contributing to improved food security, economic revitalization & community empowerment in Yemen. The intervention is structured in two phases & aims to restore key harbour infrastructure including the quay wall, site infrastructure, workshops, fibre glass manufacturing facilities & cold storage units.

  • A significant component of the project is the construction of these facilities, which will be commissioned directly by our client. Engineering services will be managed by an engineering service company under the oversight of the Project Engineer & engineering unit, while construction will be executed by local contractors based on designs & BOQs prepared by third party Design Consultant's.

The key infrastructure components include:

  • Industrial & maintenance facilities (workshop).

  • Fibre glass manufacturing plant.

  • Fish processing & cold storage facilities.

  • Infrastructure & utility services.

Under the guidance of the Project Engineer, the Civil Engineer will operate within a matrix management structure, reporting to the Chief Technical Advisor, the Consultant Engineer will:

  • Provide technical support & inputs during the preparation of design documents for rehabilitation / construction interventions & ensure quality assurance.

  • Support the efficient management of the infrastructure components construction & engineering processes.

  • Support the supervision & monitoring / quality assurance of the infrastructure components.

Role objectives

Design review & technical inputs:

  • Undertake field assessments, inception visits & stakeholder consultations to determine & articulate infrastructure needs.

  • Collect, interpret & utilize relevant technical data, including topographical surveys, geotechnical reports & environmental assessments, to inform project design.

  • Critically design, review validate architectural & engineering drawings, structural calculations, Bills of Quantities (BoQs), calculation sheets, material specifications & Scopes of Work (SoWs) submitted by consultants.

  • Assist in designing & preparing shop drawings, calculation sheets, technical specifications, SoW & BoQ for water & infrastructure projects.

  • Ensure that all designs conform to national construction codes, international standards (e.g., Eurocodes, ACI) & our clients engineering & environmental safeguards.

  • Prepare technical reports, including progress updates, recommendations & any required corrective actions.

  • Identify design inconsistencies, constructability constraints & documentation gaps; issue annotated revisions & collaborate with design teams to finalize updates.

  • Assess the feasibility, cost effectiveness & operational relevance of proposed engineering solutions.

  • Prepare or refine technical deliverables such as shop drawings, specifications, cost estimates & work schedules.

  • Recommend sustainable, climate resilient & cost efficient alternatives, promoting the use of locally available materials & appropriate technologies.

  • Contribute to the preparation of tender ready documentation, ensuring coherence across design drawings, BoQs & procurement packages.

Procurement & contracting support:

  • Assist in drafting & reviewing procurement documentation including Requests for Proposals (RFPs), Requests for Quotes (RFQs) & Terms of References (ToR's).

  • Participate in prebid conferences to address bidder inquiries & provide clarifications.

  • Support the evaluation of bids & the assessment of contractor qualifications in accordance with preestablished criteria.

  • Analyse proposed unit rates, quantities & BoQs in relation to baseline cost estimates.

  • Ensure that all procurement activities are conducted in accordance with our clients procurement policies & audit requirements.

  • Contribute to bid evaluation reports, contract negotiations & final contract agreements.

  • Support the development of internal Standard Operating Procedures (SOPs) to harmonize engineering & procurement workflows.

Supervision, quality control & monitoring of infrastructure interventions:

  • Perform routine site inspections to oversee construction progress, workmanship, safety protocols & environmental compliance.

  • Confirm that construction activities adhere to approved design documentation & technical specifications.

  • Maintain comprehensive photographic & narrative records of construction activities, measurements & milestones.

  • Draft technical inspection reports highlighting progress, issues encountered & corrective measures undertaken.

  • Review & endorse interim payment certificates, variation orders & final work certifications.

  • Participate in substantial completion inspections, the preparation of snag lists & the facilitation of handover procedures.

  • Maintain detailed records including site diaries, measurement logs & digital photo archives.

  • Attend weekly & monthly site / office meetings & take minutes of meetings to be given to the Project Coordinator, the Project Manager & the engineering unit.

  • Provide timely technical guidance onsite & coordinate issue resolution with contractors & engineering staff.

  • Establish & maintain an organized documentation system for all site-related records, including memos, measurements & photos.

  • Prepare timely technical progress updates, inspection findings & analytical briefs for project reporting.

  • Liaise with project teams to ensure the timely submission of required data & deliverables.

  • Document operational challenges & lessons learned for incorporation into final project evaluations & knowledge products.

  • Conduct technical site visits to identify infrastructure needs, recommend optimal implementation strategies & support contract management to prevent delays & deviations.

  • Review ToR for detailed design work related to construction & rehabilitation projects.

  • Monitor onsite activities with respect to quality, quantity, cost, timeline, safety & environmental compliance in alignment with applicable Yemeni regulations & standards.

  • Evaluate ongoing works to identify deviations from approved designs or specifications & ensure compliance with technical requirements & material quality standards.

  • Track construction progress & prepare status reports based on contract schedules, BOQs & project implementation plans.

  • Assist in the review & analysis of proposed variations for civil engineering approval.

  • Inspect completed works before they are concealed by the contractor; document with measurements & photos.

  • Capture daily photographic records & organize them digitally for inclusion in contract files.

  • Ensure strict adherence to health & safety measures onsite, recommend or enforce additional measures where necessary.

  • Supervise construction activities & ensure coordination among contractors & field teams for assigned projects.

  • Verify quantities executed & support the certification of contractor payment claims.

  • Support the preparation & execution of final inspections, snagging & review of as built documentation.

  • Maintain structured records including site instructions, measured works, reports & all other construction related documentation.

  • Ensure quality & operational records are stored in digital formats & maintain a structured digital archive.

  • Assist with the organization of final site visits & project completion ceremonies.

  • Participate in routine coordination meetings, prepare meeting minutes & share them with project management & the engineering team.

  • Maintain daily records in the site workbook & ensure they are duly signed.

  • Promptly inform the Project Coordinator, the Project Manager & the engineering unit of any contractor related issues.

  • Perform any additional project related duties assigned by the Project Engineer, the Project Manager or the engineering unit.

Knowledge sharing:

  • Contribute to the dissemination of lessons learned & promote best practices related to infrastructure development, including gender sensitive approaches, universal accessibility & climate resilient design.

  • Facilitate coordination & joint monitoring with government counterparts & other stakeholders to enhance technical collaboration & alignment.

  • Carry out any other tasks related to the works & the project given by the Project Coordinator, the Project Manager & the engineering unit.

Project reporting

The Civil Engineer will operate within a matrix management structure, reporting to the Chief Technical Advisor & the Head of the Engineering Unit.

Key competencies
  • Bachelor degree in civil engineering or a related field.

  • Minimum 10 years of relevant work experience in engineering or related, including understanding of technical drawings & BoQs.

  • Experience with social, environmental & health standards.

  • Experience in the in the relevant field of civil engineering, especially design & design review, assessment etc. of civil works (rehabilitation works for buildings, roads, water network, sewage disposal / treatment etc.).

  • Experience in preparation / review of BoQs, specifications, cost estimates etc. for different civil works as per international standards or best practices.

  • Experience in supervision, monitoring & overall contract management for implementation of civil works contracts.

  • Strong knowledge of procurement processes, tender evaluation & contract management.

  • Familiarity with international building codes, United Nations (UN) engineering procedures, environmental & safety standards.

  • Demonstrated ability to conduct technical site inspections, quality control assessments, health & safety monitoring.

  • Excellent reporting, documentation & communication skills in English & proficiency in Arabic is an asset.

  • Strong interpersonal & organizational skills & ability to work in a multicultural & fast paced environment.

  • Experience in capacity development, training or mentoring of local stakeholders is an advantage.

  • Proficiency in engineering software (e.g., AutoCAD, structural analysis & designs software, Microsoft Project, etc ) & standard office applications (e.g., Word, Excel & PowerPoint).
